His name is Phillip Wayne Sisk, and he's been pulling horse shopping scams for a long time. This man will contact you via a blocked/"private call" number. He always says that he is a retired wealthy Doctor. He's done it with all horse breeds, and other species of animals including Alpacas.
Currently (09/2013) as far as I hear targeting Arabians Saddlebreds and Paso Finos. He can drag out the alleged transaction for months, and when it comes down to it he will promise payment and a contract. Neither will appear, and he will never call again. Many people have lost legitimate horses sales because this man has them tied up thinking that they are dealing with a good, honest 60 year old Christian man who is a very wealthy retired Doctor.
I only talked with him around 36 hours before I broke the block on his blocked calls. After I had his telephone number, it was simple to do a web search and find out that he is a fraud.
At one time someone had an entire website up about his frauds and schemes, but unfortunately at this time it has been taken down.
