I tried to file a complaint with VISA, thinking that this practice should be in violation of their Merchant Agreement, but VISA wants me to send a letter, since I don't have Pizza Hut's address (???). I may still follow up with VISA since this practice of passing on your credit card information SHOULD not be allowed. There are a few reports of this specific issue on the web and I feel sorry for the people who got caught in this using a debit card.

I too have been scammed by Pizza Hut through Complete Savings in the same matter you descirbed. It turns out that they are giving our information to this 3rd party.
