..... The fraud is occurring in the process for purchasing copies of police reports. A process that goes beyond just poor customer service and wasteful use of taxpayer dollars due to inefficient processing to the theft of money

It all started with a simple question posed to the clerk at that Justice Center seeking information about how to obtain a copy of a police report. I was directed to the police records division located at 1111 SW 2nd Avenue room 1126 in downtown Portland. I went there a couple weeks later and asked to purchase a copy of a police report. I had the case number and everything, but instead of giving me the report they instructed me to take a paper form, fill it out, and then mail it to them with a money order for $10 and a self addressed self envelope. After wasting my time at the police station I purchased a money order, filled out the form carefully even going as far as scanning it and adding text in paint shop to make up for my poor handwriting, mailed it to them, and then waited a couple weeks to check my P.O. box due to the fact that the form clearly warns that it could take up to three weeks to process a request.

When I opened what I expected to be a report with the answers to so many questions I got a got a notice that my request for the report had been denied along with a receipt confirming that they had cashed my money order (that could have been a check if I wanted to use one). According to the letter, the failure to deliver the good that had been paid for was made at the request of the District Attorneys Office on the grounds that they not release records regarding the case.


The Portland Police Department and Multnomah County District Attorneys Office are conspiring to collect funds received for the purpose of purchasing public records while knowingly refusing to deliver the goods purchased. This ongoing operation is a burden to the wallets and personal time of individuals as well as the citizens of Oregon as a whole.
