After several calls to their 1-800 number, I received a busy signal for about two days, I finally reached a customer service rep. The CSR advise me that she learned more about her company through talking with me than in all the time she had worked with Premier, then simply referred me to their website.
I sent an e-mail to their customer service via their website and received a response the next day. The response basically reiterated what was on the website.
I am hoping to find a way to resolve my local phone bill charges, at the least.

Thank you for your previous response to my inquiry, please be advised that I, nor anyone in my household has downloaded any software or accessed a pay-per-view "webcam" web-site. My husband and I both work full-time and weren't even home when most of the calls were placed.
Upon watching my local news yesterday at 5:00 p.m., I found that my situation is not isolated. A story was run on a local women and how she received an invoice from your company for charges that she did not incur either. It is astounding how similar her problem is to mine. As suggested by the newcast I accessed a website "ripoffreport.com" and was shocked to find that hundreds of other people have this same exact problem. I was relieved however to hear that most of them have contacted the FCC, FTC, FBI, Attorney General's office, USPS, and various BBB's. It appears that the people you are trying to scam are not as dumb as you think. I have followed their initiative and also contacted the FCC, FTC, FBI, USPS, and the Attorney General's office.
I respectfully request that you immediately credit my account as this is obviously a billing error."

I have issued you a credit on your bill, you do not owe anything and no further collection actions will occur. I do apologize for this billing error and any inconvenience it may have caused".
I also called Tellis, the long distance carrier that billed my local phone bill, and without question they credited my account and put a block on my phone for that particular number.
I hope this helps someone else as they try to resolve their bill.
Be sure to file reports with the agencies I listed above, if Premier can be shut down it will save alot of other people from the greif that we are going through now.

According to my phone service: They have gotten lots of complaints about these United Kingdom phone charges. She told me that is was relatively easy to have the charges removed from your bill.(You must call them before paying your bill and complain) She said that blocking international and 1-900 calls would not help though, because the calls are supposedly going out over the web. She said that it was possible for a person that uses cable or dsl to have the computer disconnected and dial out using the modem...I'm still not sure about that and I do still need to contact my ISP to verify and see if there's anything that they can do to stop this mess. I STILL DON"T BELIEVE THAT MY COMPUTER EVER DIALED THESE CALLS!!! I do agree that having TOLL charges blocked might work, but I don't know that for sure.
Don't give up. If everyone on this website will file a complaint, this problem will go away.
