Reading Area Water Authority Accounts Recovery Bureau RAWA sends mysterious water bills, fails to justify them and ARB collections harasses the victims of Reading, Pennsylvania

Having lived in this house 10 years my last two years of water bills have been excessive and unjustified by RAWA.   RAWA routinely charges 60$ a month even with no usage of water or water shut off at the curb.   RAWA is a city authority and the city is demanding higher payments from RAWA so they are just raising their surcharges and fees to customers though their costs to provide water have not changed.  The state allowed authorities to form as public monopolies so as to separate functions of city government, ie so water customers are not paying for....other city expenses.
 
I read former ripoff reports and RAWA also installed an unnecessarily large water line onto my house when it was not occupied, sold or rented to anyone; this resulted in much higher surcharges despite low actual usage of water...easy way to take advantage of home owners.  

Worst part of it all, RAWA has this collections agency, ARB, a bunch of idiots. who charge a 25% fee whenever they get an alledgedly delinquent account.  RAWA rarely justifies reasons for challenged water bills...and their employees simply do not know.   

I even tried the AG office of PA...and they were not very helpful as neither the PUC nor AG office has jurisdiction over any city water authority...but they do have jurisdiction over ARB.   ALso, local DJs will not take cases involving RAWA.  That one would have to go to Court of COmmon Pleas over a disputed water bill is absurd!   And RAWA has shut off my water a few times if we refuse to pay these mysterious bills!
