It does not exactly appear as though the Texas Attorney General's Child Support Probation program is working exactly how it was represented to me in July of 2011.  As of November 1, 2012, total arrears is $26,747.96, a difference of only $247.34.  The AG representative promised me that he would not be allowed to miss consecutive payments within a 90-day period or a warrant would automatically be issued for his arrest.  It appears they were misguided or improperly educated as that is occurring consistently.  I am not sure how a mere difference of $247.34 almost one and one-half years later represents a successful program. 

Latest info is very helpful, thank you so much for the last consumer comment.  However, Shawn called and left my son a voice mail yesterday, 05/18/2012 that he will be moving to Denver City and said that has "more work than he can keep up with," so it looks like he's making something, just choosing not to pay his child support in any kind of speedy manner.  Latest Arrears: $26,995.30.

I feel it is important to acknowledge positive feedback as well and a $500 payment was received since the last post.  Thank you for the payment, every little amount is greatly appreciated.  I pray this is is the last of the issues, the total paid in full at some point, and this become a distant memory.  Thank you.

As of March 2012, Shawn Willis, age 42, remains in arrears even after a hearing in July 2011, where he was put on "child support probation," and ordered to make regular payments, reduced down to a mere $250 a month with the precursor that he must not miss a payment in a 90-day period whereupon no paperwork is required and a warrant will immediately be issued for his arrest up to 6 months in the local county jail.  Well, the Department has failed his children once again as his last payment was in September of 2011.  He was thrown back into jail in October 2011 as a fugitive from justice and pleaded guilty to possession of cocaine, where he was assigned to two-years of probation.  When I called the AG's office to ask why nothing had been done, bearing in mind that he was incarcerated and you can't squeeze blood out of a turnip, he was released as of January, yet still nothing.  No payments, no enforcement, nothing.  According to the AG's office, his caseworker said he "promised" to make a payment, well that was about four weeks ago at a minimum.  I called back and was told "yep, he failed to meet his agreement (you mean he lied?  No way...), and now they are... well, who knows.  They said action would be taken, but I have very little faith in the system or Shawn that these children will ever see another dime.  Shawn Dale and Rae Jean Willis are supposedly operating an unregistered construction business in Midland, S&R Construction, but of course, there is no evidence of such a business even existing, except for the REAL S&R Construction in Texas that might not appreciate copyright infringement use of their name.  I promised Shawn I would speak positively of him and do whatever necessary to help him restore his reputation, but how in the world can that happen when he is not even responsible for himself and continues to put his children's child support up his nose?  It is a sad situation, I still keep him in my prayers that God can use him for some good, but as of now he owes a total of $27,486.08 and it is very unlikely that he will repay even a small portion of what it took to raise his children.  If it gets paid off, I will leave it alone, but I refuse to sit by idly while he avoids responsibility.  That is the short and sweet of it.  

The last child support payment received from Shawn to his children was August 9, 2010. The total owed is now $22,996.85. I did, however receive confirmation that he does not intend to pay with the following text conversation. This is verbatim as of 11:39 a.m. on Sat, Nov 13. First a small disclaimer, I refuse to publish inappropriate slander, malicious falsehoods, or rumors without viable evidence. There is no wish or intent to harm anyone's reputation. The purpose is merely to provide information and facts on his current whereabouts and arrearage so other general members of the public can help us locate him so the State of Texas is able enforce the existing child support order that originated in 1994. I have never asked for a penny more than the original decree he agreed to and waived his rights to contest. For the first eight years, he was very responsible and made regular payments or kept us informed when they would be late. It was only when his second troubled marriage fell apart and drug use interfered with his stability whereupon he has not held a consistent job for any length of time since, including a period of incarceration. His kids have faith and believe his promises that he is going to beat the odds and do his best to get his child support paid. However, this morning's text from him raises concern that he has misled them. Here is his position as per the record, copies have been printed and filed.

Me: Hows child support going? Been 3 months, $23,000, anything yet? Shawn: Before the end of next month (December). I will text when I send it. are the kids still alive. U knw I see Jess (3rd daughter with second ex) all the time right? let them knw im getting married next wk.

At this point, I realized where his money, if any, has been going and that his priorities are still a bit off. He then wrote that he sends his third daughter money all of the time and that it could be the same way for his kids, but since they told him they did not want to see him until he could prove he was stable again with no more false promises or meth addict girlfriends he asks them to write to for him while he was incarcerated to "encourage her," instead of supporting his kids, a grown man needs his kids to support him or make him feel good. It should be the other way around, but there is no explaining that to him. Basically, he has to pass drug tests to see his third daughter and my kids feared for their safety as well so there's a restraining order. I guess his way of punishing them for that is to refuse to pay child support. However, there are laws in place that don't exactly support his no pay theory. The kids are old enough to make their own decisions and sign their own papers, but Shawn still accepts no responsibility. His response to affording a new marriage, "Her parents are paying for it.". He says his second ex Crystal (one of the responders above) supports him in every manner, so much that it sounds like the divorce was a mistake. Somehow, I doubt that, however, if you ask Crystal. She, also, apparently has the best interests of her daughter at heart. He mistakes that for approval and support.

Bottom line, you can't write your kids off even if you marry RaeJean the end of this month. You must pay child support, no excuse. Kids first, period.

It appears that Shawn D. Willis of the Midland/Odessa area in Texas is off the radar again.  I gave him the benefit of the doubt, even tried to help his reputation, and he's just made a lot of empty promises and is unable to maintain stable employment.  My attempts to contact him have been unsuccessful and he has not returned my calls, texts, or emails with the most current contact information I have for him.  His ex informs me he and his fiancee RaeJean are supposedly starting a construction business called "S & R Construction."  My simple request of him to simply keep me advised on any ability to pay his child support, but he continues to leave me no choice but to try and find him so I can help support his children.  I guess since they have not wanted to see him due to his instability and until he becomes more stable, he decided they don't deserve his support at all and just ignores it, changes jobs frequently, etc.  I couldn't imagine abandoning my kids that way.  No support whatsoever, no "how are they doing," no "tell them I am thinking of them and trying," no "I am going to make things right and help."  He told his ex he would pay at the beginning of the month, but nothing has been received as of yet.  I continue to check every day and will do so until he pays.  I am blessed to have been able to raise these kids without his help, but I am committed to the belief that he does not get to simply "wash his hands" of them.  These are your children, your responsibility, you don't get to abandon them.  Unless you sign your rights away, you are legally obligated. 

Please help me locate him so the Attorney General's office can find him and simply collect some support, regardless of the amount, it means a lot to these kids and goes straight to them.  He seeks jobs where he can be paid "under the table" so payments go unrecorded and cannot be automatically drafted.  There's no telling how much he's made and kept from sharing with his kids.  Then he promises payments time and time again, with no results whatsoever.  I have given you the benefit of the doubt, Shawn, but you have been untruthful again even though I have been supportive of you.

My kids mean a lot, they don't deserve to be abandoned.  They are awesome kids.  Please, if you know anything about the whereabouts of Shawn Dale Willis, please post online and help Shawn help himself by stepping up and doing the right thing. Shawn & Family - if you are reading this, please contact me and let me know location, employment, and/or contact phone number of some type. There's no legitimate reason to enable a child support evader.  He is their father, plan and simple, and he cannot simply abandon them.  This will not go away as they age, he owes this forever until it is taken care of.  The case can be closed once the arrears is paid in full and Michael graduates from HS.  I've been a responsible parent, he needs to be a responsible parent.  No excuse in the universe invalidates that, and I've heard them all.  He's had plenty of time to get on his feet.  These kids still live, breathe, and eat every day, they can't get put on hold quite so easily.

In all fairness to Shawn and because my intention for this report was simply an effort to protect the needs of my children, I am updating the report and letting folks know that as of October 2009, Shawn has re-entered society, has returned to Midland, TX, and is making an attempt to be a responsible parent.  He has started attempting to pay down some of the child support owed, which has been such a blessing to his kids.  Every dime went to both of them and was a very welcome blessing as expressed by both of them.  I did let them know it came from their dad, and he was attempting to right his wrongs.  Thus, I am sharing this information because although he has a long way to go with an outstanding balance of $17,874.26, the simple fact that he is trying cannot go unrecognized.  Thank you Shawn, we appreciate it and wish you the best in maintaining your journey and efforts on behalf of your children.

Well, as of today, September 17, 2009, I received notice from the Texas AG's office that they served Shawn's latest employer a Notice to Withhold order, showing his employer in Odessa, Texas.  Interesting, I discovered he was in jail for a while in Alamogordo, posted bail on July 22, and has a jury trial on October 6 at 9:00 a.m. in Alamogordo apparently for:

Do I expect to see any child  support ever again, no, I am realistic and have stopped "daydreaming" that their dad will help support  their  upbringing as he is clearly an unstable member of society.  Anyone know where he's working, is he in Odessa, Texas?  Any information is appreciated.

At least he had money for a bail bond.  I'll keep posting what I find out since I have to do my own homework to find out if anything's  being done/enforced to receive child support - and it really doesn't seem very plausible (I'm not holding my breath).  I'll be shocked at this point if Shawn ever tries to help out his kids again,  truly shocked.

Thank you for the reply, I saw that article this past Monday and figured it must have been him. Nice to know where he is, shame he can't be of any good to anyone but I figured this was long overdue based on his life choices. At least law enforcement authorities and child enforcement officials might actually be able to keep up with him for now without me having to call and inform them on a consistent basis. Sigh. Thanks again for the heads up. This has been a most useful tool in attempting to keep up with his current state of affairs, sort of like watching a foreign soap opera or an episode of COPS.

Shawn D. Willis, 39, of 2015 Westwood Ave., Springdale, Ark., was arrested for alleged aggravated driving while intoxicated, unlawful taking of a motor vehicle and two counts of attempt to commit a felony (unlawful taking of a motor vehicle). Willis was allegedly observed entering two vehicles in the 700 block of Lovers Lane. While officers were searching the area, they discovered that one vehicle in the area was missing. The vehicle was located traveling in the vicinity and Willis was apprehended. He was incarcerated at OCDC pending his appearance in court.

Just a brief addendum to the latest update, unconfirmed rumors seem to reflect that his girlfriend Sandra may have just gotten out of drug rehab and the duo may be headed to California where her parents reportedly reside. Also rumor mill (unconfirmed) has it that her parents are possibly wealthy and will be putting their "rehab'd" daughter through college, I guess all the while supporting their daughter's wonderful choice of "partner" or "drug buddy". I find it hard to believe anybody would harbor a soon to be "fugitive" if he does not own up and continue to at least attempt to help support his kids. We've been very understanding, but I refuse to let him continue to "walk away" without a thought of even trying. He knows his kids need all the support they can get, especially at this time of their lives, but I guess he thinks his problems are larger than theirs and they don't deserve it. Until he owns up and reports his whereabouts, we can only play a guessing game.

Shawn, if you read this, just know that your daughter is hurt and mad at finding out you've potentially bailed on them again just when she thought you were giving it a good shot and we were going to maybe get a little help. Please do the right thing, you promised me you'd always take care of your commitments. It's never too late.

Thanks for the helpful information that has been posted on behalf of Shawn's children. Who knew he really would choose to run away and feed himself over helping feed his own children first, oh well. Nobody should have to go without, and there are agencies in place to help avoid just that, while still enabling you to live up to your responsibilities as a parent instead of running away. State officials have been alerted of his latest "evasion" and hopefully, someday he will be accountable for bailing out on his children because it was just too hard. I work every day of my life at a job to support these children, and can't imagine what it must be like to be able to toss that responsibility aside and run off in such a manner. I am really shocked at his behavior. Every payment is a blessing, and helps relieve a small portion of weight on our shoulders, for carrying the full fiscal, emotional, physical, and spiritual responsibility for two adolescent children who are very disappointed and hurt that their own dad bailed on them and refuses to remain responsible. Thank you for the consumer comment about the Alamogordo location! It is greatly appreciated. The latest correspondence I received from the Texas Attorney General's office was that he was employed at Vision Ford Lincoln Mercury in Alamogordo and that was dated September 26, 2008, so I guess maybe he's already changed employers again, which continues to delay the process? :-(

As of September, he owes $9,080.70 and that total is now over $10,000.00 thru the end of October.

One payment was actually received in the amount of $127.85 on October 20 - every little bit helps. It will be interesting to see how this progresses. Prayerfully, we ask that he remains gainfully employed and is able to get his life straightened out and exhibit some stability for his children's sake. I really appreciate the heads up.

Shawn is currently in Alamogordo, NM to support his girlfriend who is still in rehab there. He lives on Mesa Verde Road by the new Aviator 10 movie theater. He is currently working at Jack Key Motors selling cars.

Artesia was mispelled in the original caption, so I am amending the report via an update. Shawn was born on May 29, 1969 in Lovington, NM and could be anywhere in the state of New Mexico. He lived and worked in Texas for the past 11 or 12 years, and only recently relocated to Artesia in his never-ceasing change of employment. Last reports show him using a work cell phone issued by CellOne out of Roswell or the 88201 area code. I don't wish to judge him for his misdeeds, simply protect my children from being cheated out of what they deserve. It is simply quite unfair that they have to pay for the "sins of their father," and he will simply be held accountable in a court of law. He has held about ten jobs (at least that we know of) in the past year. As soon as the withholding order goes through, he's either been fired or changed jobs to avoid having to pay the child support. His continued efforts to avoid paying child support need to be stopped. Please help by reporting his current location so the law can actually practice what it preaches - enforcement and justice can be served for these kids.
