Solari Enterprises, Inc. is falls into the category of a criminal enterprise because they are helping thier client, Rodney S. Shepard, steal millinos of dollars from the tenants and the Federal government at the same time. Solari Enterprises, Inc. is helping their client, Rodney S. Shepard, defraud the Internal Revenue Service out of millions of dollars and defrauding the tenants that rent from him over the last ten years and continueing out of millions of dollars. This is because he is supposed to be running a Section 42 Low Income Housing Tax credit program that only charges low income tenants 30% of their "imputed" income.

This is the lie that he is telling the Internal Revenue Service so that the will give him a tax credit of $858,405,000.00 every year for the past ten years. In fact Rodney S. Shepard is charging his low income Tax Credits tenants in some cases 80% of their "imputed" income while reporting to the Federal government under penalty of perjury that he is only charging them 30% so that he can receive the $858,405,000.00. The way they are doing this is by falsifying the verification forms that the Social Security Administration is giving to them and adding hundreds of dollars to that information, which is a crime in and of itself.

After the add hundreds of dollars to the Federal information that they are receiving from the Social Security Administration, the report that informaion to the Internal Revenlue Service in order to receive a $858,405,000.00 income tax credit for their client, Rodney S. Shepard who owns M. L. Shepard Manor at 2330 S. Santa Ana Blvd., Los Angeles, California 90059. They then threaten to kill the elderly, sick tenants in the building and bring in would be hit men to actually threaten to kill us because we report them to the federal government. The also force the other tenants to sign fraudulent, verification forms in order to evict the tenants who report them to the Federal government in order to evict them in retaliation for them filing reports to the Federal government.

They retaliate against their elderly tenants who are so sick they are actually dying in the building by threatening to kill them. When I call the Federal government they tell me that no one who is on SSI/or Social Security who receives on $800.00 or $900.00 should be paying any more than 30% of the income not 80%. Solari Enterprises, Inc. and Rodney S. Shepard and M.L. Shepard Manor along with their law firm Kimball, Tirey & St. John, LLP are currently being sued for this type of fraud and elder abuse becaue it is a crime. Since the lawsuit has been filed their has been constant harassment and threatening and intimidating behavior against me. They have even moved several gang bangers into the building in order to constantly intimidate us. This is a senior citizen building.

Their should not be several young gang bangers in thier twenties moved into the building. You have to be at least 55 years or older in order to move into M.L.Shepard Manor Senior Citizen building. They companies are constantly threatening to kill the tenants, bringing in gang bangers to threaten to kill the tenants, harassing their tenants, forging their tenants documents in order to give the forged documents to the Federal to cover up for their fraudulent documents that they have already submitted to the Federal government. These companies Rodney S. Shepard, M. L. Shepard Manor, Solari Enterprises, Inc. and Kimball, Tirey & St. John are not running a Low Income Housing Tax Credit program, they are running a criminal enterpirse against helpless, sick/disabled, elderly tenants with impunity.

Next, "$858,405,000.00" ( eight hundred fifty eight MILLION  four hundred five thousand dollars) per year?

You do realize this almost ONE BILLION dollars per year and lose to TEN BILLION dollars in ten years...right?

Either this is the largest real estate operation in the U.S. or you are a very extreme drama queen.
