This company claims to offer a 15% discount off the post office rates for a fee of $15.99 but in reality the prices are exactly the same as usps.com.  There is absolutely no discount at all.  Do not waste you time or your money signing up with this company they are a complete rip off.

Details of Stamps.com Postage Rate Discounts

Thank you for taking the time to provide us with feedback about your experience with Stamps.com.   Stamps.com offers discounted postage rates that the USPS refers to as "Commercial Base" discounts.  These discounts are offered by all PC Postage (aka internet postage) vendors and include:
-- Up to 15% off Priority Mail vs. Post Office rates
-- Up to 21% off Express Mail vs. Post Office rates
-- Up to 8% off First Class Package Service vs. Post Office rates
 
These discounts are based on what the USPS refers to as "Retail Rates" -- the rate that can be found at a physical Post Office.  It's important to note that the rates found on USPS.com (aka Click-N-Ship) are  considered "Commercial Base" rates since the postage is printed using an online connection.  Therefore, you will see the exact same discounted rates on both Stamps.com and USPS.com (Click-N-Ship).
 
Stamps.com does not make any claim in our advertising or on our site that we have discounted postage rates vs. USPS.com (Click-N-Ship). All of our advertisements mention the rate discounts in comparison to the Post Office rates only. Again, we never mention postage rate comparisons to the USPS.com (Click-N-Ship) web site -- all rate comparisons of Stamps.com are with the prices you would pay for a shipping label at your local Post Office.
 
Stamps.com does offer many features that cannot be found on the USPS.com (Click-N-Ship) site.  Those features include:
-- Ability to print postage for Media Mail, Parcel Post and First Class Packages
-- Ability to hide the postage value on a shipping label
-- Ability to insure packages up to $10,000
-- Ability to import order data from eBay, Amazon, Etsy, Shopping Carts and other data sources
-- Data Integrations with QuickBooks, Microsoft Outlook, Act! and other data sources
