Below is a complaint I sent to O'Reilly Publications about this company, which was handling their rebate. I have also included their response as a manufacturer confirming my opinion of TCA Fulfillment. To O'Reilly's credit, they handled this complaint 100% responsively.
Subject: O'Reilly needs a new rebate processor
Date: August 29, 2005 3:55:26 PM MST
On 4/13 of this year I purchased a copy of "OS X Power Hound" from Fry's Electronics in North Phoenix on which there was a $20 rebate, which I sent in on 4/14.
The rebate fulfillment center (wheresmyrebate.com / TCA Fulfillment) has had this rebate marked online for some time as having been processed, but no check was ever received.
wheresmyrebate.com permits no e-mail correspondence and offers only a toll number to ask after the status of a rebate. Hold times are on the order of 20-25 minutes, negating much of the rebate.
When I called them today, a somewhat rude individual told me he could not do anything for me until after September 27, and that I would have to call them back after that date to have a replacement check sent. At this point, the value of the rebate to me is negative, and a five to six-month wait for a $20 rebate is UNCONSCIONABLE.
Now I find that wheresmyrebate has an established pattern of abuse, as documented at.
I will no longer buy any O'Reilly books at rebate until I hear that you have severed your relationship with this firm.

Well, you called it.
We have indeed severed our business relationship with TCA. Future rebate programs will be set up through Parago, who enjoys a very different reputation and whose business model is based on transparency and fulfillment.
Yours is far from the first complaint that we have received and we have been chasing these rebates for a while now.
In fact, we have been cutting checks here at O'Reilly for our customers to honor valid rebates. If you let us know your full name and zip code, then we can take the first step in honoring your rebate.
Are you able to send us a copy of your original submission (receipt, rebate form, UPC)? This would be very helpful in resolving your rebate. If so, please fax, mail or email at your earliest convenience. Contact information follows this message.
O'Reilly Customer Service
A mere half hour after I sent the fax I received the following:
Date: August 30, 2005 1:45:28 PM MST
I am in receipt of your fax. Thank you for sending that.
We will be cutting a check for you here at O'Reilly. You should receive this within two weeks.
Kudos to O'Reilly -- strychnine to TCA.
