I schedule my car rental online and it show my (this was copied and pasted
| Estimated Grand Total | $24.43 |
I return car on time with a full tank of gas, I'm not a smoker, on time, and no damage. etc etc.
My credit card was charged $35.46
That is totally different.
I've contacted the Better Business Bureau among others. I've also filed a credit card dispute.

I guess you missed the part that said "Estimated Grand Total". If you actually looked at the rest of your reservation and that "estimate" you would probably see that it may not include all taxes, fees, or any extras. For a car rental that can easily be $10-$11 more per day, especially if you did something like add insurance.

As you referenced it's an "estimate".
Did you contact the rental place for the actual bill?
How do you dispute an estimate?

If you still have the receipt, have you shown it to the car rental company and asked for a refund? If not, try going down to the place where you rented the car and ask for a refund
