Hector Leonel Picart is a skilled con man. He suffers with Tourette's Syndrome, which he uses whenever he thinks it will secure him some emotional advantage. This man and his mother and girlfriends purport to be providers of court services, investigative services, asset recovery services (he'll recover your assets all right--and put them in his pocket!), paralegal services, document preparation services, "end-to-end business solutions" and the like. In truth, Mr. Picart has just been released from prison, where, as a two-strike offender, he served a long sentence for defrauding an old man. Posing as a mortgage broker, he acquired a check from the victim in the amount of 18.5K which was supposed to be a down payment on a home. The poor man never saw his money again.
Hector has also threatened many people. One of the crimes for which he served his most recent sentence included terrorist threats. [continued below]....

Another of Hector's schemes is to promise to fix your car. Never let this man touch your vehicle. He will drive away in it, and you'll never see it again. Why? Because Picart didn't fix the car, he sold it.
Mr. Picart uses the court system, in which he thinks he is utterly expert, to abuse his victims. Research shows that there are some 30 cases in Santa Clara County alone in which he has attempted to perpetrate fraud by filing meritless cases against people with whom he has been involved financially.
Picart wants your money and will do anything to get it. His latest business venture is nothing but a front for his next criminal endeavor.
