If someone asked me how much this these services including insurance would cost at any shipping location, I would have guessed $350-400. I get the impression from the OP's complaint that he would have actually objected to that amount, even though he claims a $10K market value. It is also very difficult to reason that a business would drive to some auction house to pick up merchandise that that business did not pay for, drive it back, package it, plus ship it, all for only $145. On top of that, insurance for $10,000 was supposed to have been paid for?? Though is was a relatively short distance for this OP to drive to pick up himself, he actually found a service that would not only deliver it for him, but pick it up at that public auction house, pack it, and insure it all for less that it would cost him for mileage on his vehicle. What a bargain.
Any rational person with common sense would know an item is only worth what someone is willing to pay for it. Here was a piece of equipment that was up for not just a local auction, but an online auction for the whole world to see. Obviously, the auction site would have had a reserve or it would have been sold for more else where, if it was truly worth more. The highest bid indicated the maximum it was worth to anyone. And how much was that again....$145??! Car insurance was used as an analogy. If a car is worth $10K, you won't be buying it for a hundred bucks at online auction site. It appears some gullible person has been listening to too many commercials about police auction bargains... If you want to make an analogy of car insurance, then show a similar contract with this shipping facility as the car insurance company would require. The price paid reflected it's market value.
If documentation exists that shows precisely what this OP claims, then there shouldn't be any problem. And what happened to that 'pack and ship' promise thing? Without any documentation or contract, intended exaggeration or fraud would be easily done by this OP. Regardless of whether this item was insured for $1000 or $10,000, the proof of value is what someone was willing to pay for it....$145, and is all that can be claimed unless another legitimate source shows people paying more for the identical item. As far as this being packed and shipped from a UPS Store, the fee charged for the shipping and the packaging will automatically be reimbursed by UPS corporate regardless of how it was packaged. That UPS Store isn't burdened with reimbursement, so there is no motive to avoid processing the claim. A claim of true value, that is.

The UPS Store of Kentwood packed this item which was insured for $1,000. To our regret this package was damaged during transit which our store had nothing to do with. In filing the damage claim UPS always asks for a proof of value. This item that was damaged was bought for $145 through an Auction thus disallowing the $1,000 value per the agreement and terms set by UPS NOT the UPS STORE FRANCHISE. We simply handled the claim as any other and it's UPS CORPORATION CLAIMS DEPARTMENT that determines what is to be paid on a claim NOT The UPS Store.
For my store to receive the derogatory comments are totally misguided and not inline with the thousands of pack and ship projects we complete each year. Being disgruntled and misguided is a bad combination but some people just feel they can paint the picture the way they want in order to justify how they feel they have Ben wronged.
It is always unfortunate when something is damaged and we always follow the guidelines for a claim but you don't get a value for something higher than what you paid for an item.

I have mentioned there pack and ship policy several times and all I keep hearing is they're waiting for the claims company,and when I call them Its the store thats causing the delay.

The $10K insurance is odd, though. You stated that only $145 was paid. The shipping for 100lbs would be around $100 alone. It's impossible to accurately guess at the packaging fee, but I would imagine you would be in the $60-75 for a single heavy duty box. Double boxing would obviously cost more.You're already at or above $145 for shipping and packing. Insurance for $10K would be close to that $145 alone. Something doesn't add up. Not that you might have complained about the packaging cost, but a heavy $10K item, fragile or not, should have been crated. Your cost, however, would have been well over double before insurance, but that would have been the right way to do it.
Did you get a receipt for the shipping? What does it say where is indicates declared value? If it says $10K and they shipped it, then insurance needs to cover $10K. That is, of course, that you provide a proof of value for the equipment just as any carrier requires. (Believe it or not, there are people that insure a non-functioning 8 year old junk laptop for $3000, then expect to be able to run a claim through.) If your shipping order states $1000 of insurance, and you signed it, there is no way you will ever be able to collect anything more than a grand.
Hey...got a copy of that shipping order that you can attach here? If you have that tracking #, we can see what's going on there too. Not a big deal, but that would give people an idea of what's really going on. First thing I'd do is contact that store about the pack and ship promise. Let us know what they say!
