Time Warner Cable was supposed to have offered a free month of one of their services as one of the terms of a class action legal settlement. (A settlement resulting from TWC's sale of personally identifiable information about their customers to third parties.) They are not honoring the terms of this settlement. While they have not stated outright that they will not honor the agreement, they are failing to honor it by blowing off their customers in the following manner:
1. The automated phone line that's supposed to handle the process doesn't work
2. When you call customer service, they tell you that you have to come in to a TWC office in person and fill out a form
3. When you get to the TWC office they tell you that no such form exists and that they can't help you
4. If you speak directly to the Garden City Group (hired to implement the terms of the settlement), they tell you they have sent an e-mail to TWC customer service and that all you have to do is call customer service and you will get your free month
5. You call TWC customer service and you get the same answers you got when you called the first time

Time Warner Refusal to Honor Class Action Settlement

I am a customer service expert by training.  It is absolutely insane that Time Warner wouldn't simply honor your request no questions asked.  By ignoring you, they've created a dissatisfied consumer.  You clearly followed all the procedures and were aware of what needed to be done.  Time Warner needs a lesson in customer service training.  By honoring the settlement, they would be winning you over as a customer.  Time Warner exhibits the behavior of an over-protected monopolistic company.  They need more competition.  If you want to send them a message, cancel the service and get service from Verizon, Cablevision or a Satellite provider.  Good luck.

Claim form deadline.

The deadline to have your claim form postmarked was March 10, 2009 (over 2 years ago.)  If you didn't get your claim form mailed in time you are SOL.

This is an OLD CASE.  I'm surprised at your report in April 2011, 2 years after the claim form deadline.
