bearau of automotive repair, is what they get paid whether it takes less or more time to do the actual repair. Sometimes they make money off of it but most times they lose money due to the fact that some jobs take physically longer to complete than what the book says it should. Instead of complaining about having to pay an amount your daughter knowingly signed a paper stating the diagnosis fee for that concern, I would be more concerned that the light went out soo soon after replacement. That is the time I would of taken it back to them due to the possibility of a defective part, improper instalation, or even worse but a possible underlying electrical wireing problem causing the bulb to blow so quickly. A wireing issue, when they are presented with all the facts,
such as a bulb continually blowing, could be easy to diagnose. Any shop you would have gone to would most likely have charged you a considerable amount based on their hourly labor rate.

Dealerships are charging around $100/hr. these days. I would expect to get charged for at least 1/2 hr. for anything they did.
This is like hiring an electrician to come to your house and change a light bulb. How much do you think that would cost?
