Complaint Review: US Postal Service

US Postal Service USPS refuses to pay my insurance claim and said that the USPS does not eccept liability for damages that can not be conirmed by the post office. St Louis Missouri
I am asking for some help in getting the postal service to fulfill their obligation to pay me for an insured package. I am including a complete time line of all my correspondence with them over the past 8 months.
Claim #s 21 94 and 21 60
1- Mailed insured package to Littlefield Blowers in Anaheim Ca.
2- Feb 19/2013 Package reached Littlefield Blowers and was torn up.Lee Littlefield contacted me about condition and that parts were missing.
3- Feb. 20/2013 I filed a claim with the postal service. Postage was $28.88 and insurance was $24.65
4- Feb. 27/2013 I received a letter from the postal service wanting evidence of value ,purchase receipt, I had 30 days to comply.
5- Mar. 7/2013 Fortine P.O. tried to contact Annaheim P.O.by e-mail and phone.
6- Mar. 7/2013 Fortine P.O.recivedfax from Littlefield Blower varifying damage and signed off by USPS carrier in Anaheim.
7- Mar.8/ 2013 a letter was sent by the postmaster to the supervisor at domestic claims letting them know that the postal Carrier had inspected the package and had signed the document.
8- Mar. 21/2013 Shelia O'Conner (claims St Louis) contacted Fortine P.O. requesting information including the fact that on site damage could occur. Also sent form 2856 to Littlefield to be filled out by carrier.
9- Mar.25/2013 I received a letter wanting receipt of purchase. 30 days to respond.
10- Mar. 29/2013 claim was denied because of no response do to lack of timely submittion of form 2856
11- April 2013 I contacted Rep. Steve Daines , and Sen. Max Baucus.
12- May 1/2013 Max Baucus received a letter from Roy Reynolds(district manager) saying his office was investigating.
13- May 6 2013 A letter was sent from postmaster to Carol Thomassen (Sioux Falls SD
14- May 9/2013 Steve Daines sent me a letter stating PO Form 2856 was missing and that I might mention that they had misspelled my name. I had till May 28/ 2013 to appeal
15- I sent a letter to claims letting them know that Their form 2856 had ben sent to Littlefield and was hand delivered to the postal Carrier.
16- May 21/2013 I received a letter from USPS with a denial for not providing requested inf.
17- May 28/2013 A letter was sent to Max Baucus from Roy Reynolds stating that the reason for denial was maybe due to the PS form 2856 which should have been submitted by THE POST OFFICE THAT HAS THE DAMAGED PACKAGE.
18- June 6/2013 claim denied for the reason that the post office cannot except liability for damage that can not be confirmed their post office.Also that because it is broke does not mean that it happened during their handling of it. They also said that my evidence of value was not acceptable.
19- June 20/2013 I sent a letter noting the postal Carrier had confirmed the damage and that the form 2856 was not my
responsibility. Littlefield blower supported the value of the blower that they would not except. Littlefield builds the
blowers and should know the value of their own products.
20- July 3 2013 claims said my evidence of value was not acceptable, also second request was sent to main post office
to complete and send PO Form 2856
21- July 10 /2013 Max Baucus received another letter saying form 2856 was not submitted and that I should contact the post
office in Anaheim Ca. and have them send a completed form 2856 to claims.
22- July 29/2013 A letter from VP and consumer advocate in Washington DC said that I did not prove it was the fault of the
postal service who broke or lost it.
23- Aug. 20/2013 USPS sent a letter to Sen. Jon Tester saying no form 2856 and that I should contact the recipient of the
package to return the damaged box with all wrapping and contents to the postal office in Anaheim Ca. for inspection.
I would like to add that I have all the letters to and from the USPS .
??In closing : what kind of idiot would ask a business or corp. to stop what they are doing to fulfill such a request? The manufacturer is not going to pay an employee to take the item to the post office. Besides the package came from the local post office in the present condition. When it arrived Lee Littlefield ,(The owner of the manufactured part) called me right away to ask me about what was in the box because it was torn open and some if not most of the packing material was gone.
