USA Voicemail According to FCC guidelines, incurred miscellaneous charges on the Verizon phone bill without authorization. Clearwater, Florida

USA Voicemail charges appeared on the Verizon phone bill. Chargesincurred without authorization. Had to contact Verizon to have the charges deducted from the phone bill and a block put onto our Verizon account. Was told by Verizon that it is a FCC regulation to allow third parties accrue miscellenous charges on customers telephone statements. How can that be legal?
