They advertise express and Priority mail. Express is advertised at delivery of 2 to 3 business days, and express overnight. Did you know that when you pay the express fee at most post offices in the US, that most of the time they just toss it in the regular mail bin that the 39 cent letters go? And that their only responce when you call the main office who refuses to give a real address states "Express mail theres no guarantee" Why then are we paying for better service then? If I pay for faster service I expect it, and right now our Federal Postal serfice feels they can charge us fees and not give us the service we pay for. Guess what, credit card was used, and my bank follows federal laws so can you say "Chargeback?"
Something needs to be done. WHen parts of our government feels they dont have to follow their own rules, they make. Anyone have feedback on who to contact here Im all eyes.

Express Mail versus Priority Mail

I am a retired Supervisor with the U.S. Postal Service here in Florida. Express mail is THE ONLY SERVICE guaranteed and entitled to a refund if not delivered by the guaranteed time.
Options given by USPS Headquarters due to transportation options for delivery times within the U.S. is either Next Day by Noon or 3:00PM or Second Day by Noon or 3:00PM. Even if the package is one minute late you are entitled to a full refund at your local Post Office. Always make sure you keep your Express Mail receipt for proof of mailing.
For personal tracking purposes you can verify information on your shipment by going to www.usps.com, click Track and Confirm. All Express Mail is sorted in a separate orange and blue Express bag and tagged as such. Priority Mail is also sorted into a separate orange bag an tagged as such.
These two items DO NOT get mixed with first class. As stated prior to my message there are no guarantees on First Class, Priority, Parcel Post, Certified, Registered and etc. Due to the FAA closing airports due to extreme weather the Post Office has no control.
By Law the Post Office, even though not a Government Agency since 1972, can not be competitive in price or own its own fleet of planes. They must use the airlines, contractors, railroad and any other commercial source to move the mail throughout the world. Express Mail refund, yes. Priority Mail refund, possibly but unlikely.
The U.S. Postal Service is the only agency that is self-supporting, receives no Federal tax dollars but is still under the control of Congress. If you require further assistance call your post office and request the phone number to your local USPS Consumer Affairs Office. I hope this helped.
And, by the way, the US Postal Service has not been a part of the US Government since 1972 !! They are a separate entity ( hence US Postal SERVICE, no longer Post Office DEPARTMENT ).

When doing a chargeback on a credit card, I have never seen an option but to initially do the full amount. Therefore, you would have to dispute the entire amount charged, leaving them unpaid for the delivery they made.
And, you never answered my questions on how it was prepared and shipped. Very important. If you just scribbled the delivery address on it, that explains the delay. All of these speedy shipping tips are also clearly explained on the USPS website. I believe only the overnight domestic carries a guarantee, or money back. I'll check on this.
The disclaimers mean everything, legally. They do not guarantee anything. They clearly state ESTIMATED time of delivery.
Is this really that hard to understand?
If it was just a letter you were sending, why didn't you just send it by first class mail? I don't see much reason to send a letter priority or express. I am assuming it was a letter as you said they should only get 39 cents.
If there was a legitimate delivery problem, file a complaint with the Postal Inspector.

Be careful when doing that chargeback request. They can nail you for obtaining goods/services without intent to pay. Fraud.
If you read the smaller print on the sign at the post office, and also on the website the delivery times are clearly stated as estimated. NOT guaranteed.
There are many factors beyond the control of the USPS in timely delivery. Weather. traffic delays. Equipment breakdowns. Air delays. Etc.
As far as tossing all mail into the same bin, it gets sorted as soon as it leaves the front counter.
Keep in mind that the way you address the envelope/package can make a big difference on delivery time.
Do you use zip+4?
Do you use a 3 line address format?
Do you print in block letters or use handwriting?
Do you take the time to buy postage and print label online?
Doing all of these things can cut your delivery time in half.
