Track and Confirm is for DELIVERY ONLY and not for an item enroute.
To clarify how scanning is done via eBay shipping, USPS shipping (Click-N-Ship) via the Internet. Any package that is picked up by a carrier, dropped off at the back dock or the front window or in a mail collection box is NEVER required to be scanned into the track and trace system for the USPS. ONLY packages that are actually weighed and postage attached by a window clerk will receive this service.
Please see explanation below concerning Delivery confirmation.
Contract Station Post Offices do not offer any type of scanning ability as the Post Office is contracted out to a civilian as a secondary business to their primary business to run and operate for the purpose of service in a community that has no local Post Office to use. You can usually tell if it is a Contract Station if the employees are not wearing the required official shirt, tie and name tag.
Now, depending on the growth in the area and the Post Office is unwilling to spend monies on a brick and mortar facility with career employees due to cost factors a single Post Office can be THE primary service. Contract Post Office but no commercial commodities such as a card store, insurance company, grocery store and etc.
Re: Delivery Confirmation
Delivery Confirmation Services do not provide tracking information of the item enroute. These services are designed to be a low cost alternative to tracking. The only status provided for these services are the date and time of delivery or attempted delivery.
Re: Can insured mail be tracked?
Insurance purchased by itself does not provide delivery information online or by phone. Customers must purchase confirmation services, such as Delivery Confirmation or Signature Confirmation to obtain delivery information. Insured items using PS Form 3813 (under $200) do not require a signature upon delivery. Insured items using PS Form 3813-P (over $200) require a signature on delivery.

These are packages other people sent to me not packages I sent so there's nothing I could have done about it.
I will definitly be looking into that postal inspector. I REALLY want someone to be fired.

If you have evidence, you need to file a complaint for each incident with the Postal Inspectors.
I just find this hard to believe.

If I try to track the packages they get to my post office and no further. Once they reach my post office they disapear.
Packages i sent from this location have turned up empty and taped shut when they reach thier destination.
I'm glad not EVERY post office is as bad as mine, but I'm sure it's far from the only one that is run by criminals. It is government after all.

I have sent literally tens of thousands of mail pieces through the mail, and have never lost one that I know of.
Here's a hint for you as en ebay seller. DO NOT use the ebay/paypal shipping site. These labels cannot be scanned in properly at time of shipping and cannot be tracked enroute. That is the root of the problem here.
The second problem, is that those labels you print from the ebay/paypal site are clearly marked with the ebay logo which indicates there is merchandise inside.
What's the big deal? They were insured, right?
Hint: Use flat rate or regular priority mail which includes delivery confirmation, add insurance, and print the label directly from the USPS site. Then take the package up to the counter and ask that it be scanned in, and get a reciept for the scan.
No problems.
