Walmart Visa Money Card Prepaid Green Dot Visa Prepaid Credit Card Fraud Dominican Republic Walmart Fails to Protect My Cash Internet

I have a Walmart Visa Prepaid Credit Card, they offer a Visa Zero Liability Promise.  I recently discovered that although they advertise and market that your money is safer than cash, and have this Visa Zero Liability Promise, that do not in fact keep your money safer than cash.  Walmart Visa Prepaid Credit Card was made aware last week approx 2/22/13 that there was blatantly obvious fraudulent transactions on my card coming from the Dominican Republic, a country that I have never been to in my entire life.  The charges should have never been authorized and should have been noticed by the issuer GE Retail Bank that the transactions were suspicious since I had recently swiped my card at a Walmart store in Phoenix Arizona, and I say this because they told me that there was a card swiped in the Dominican Republic.  My credit card has never left my possession and has never left Arizona, my charges also likely have not been ever outside of the U.S. and I never charge for gasoline purchases as these charges indicate, not to mention 3 consecutive similar transaction amounts for gasoline in the Dominican Republic, and I should add that I noticed a small transaction that was reversed that was not authorized for approx $4, which is now not even showing on my statement but likely the bank has record of it.  My cash is now depleted and I can not buy my own food or my own gas, so thus they seem to not mind that I am stranded penniless.  False advertising, they imply that you are safe with your money by putting your direct deposit and loading other funds onto this card.   It is a lie.
