I signed up 3 weeks ago (the last week of November 2008) for residential trash service. There are three companies that service my street, so I had a choice and I inquired about the costs before choosing.

I was told by a representative from Waste Management that, because billing had already closed for the quarter, my costs would include the pro-rated amount for Nov and Dec and I would have to pay for service for the next quarter (Jan - Mar) up front. I agreed to the price and paid the amount I was told to pay in full over the phone with my visa. Done deal, I thought...

They missed their first pickup, so that was a hassle. They have picked up only twice since. Today, I received an additional bill for the same period, Jan - Mar., due immediately. I called to inquire and was told that, Oops! they gave me the wrong price when I signed up and that I would have to pay an additional $57 (on top of the $150 I had already paid them just 3 weeks ago) and that was all there was to it. I was stunned. We agreed on a price. I chose them based on that price. What is this?

Because the representative told me he could not do anything, I asked to talk to a supervisor. I was hung up on three times and never did get to talk to a supervisor. I finally gave up and called a final time and terminated their services. I now get to wait 6-8 weeks for the refund for my cancellation. I can't wait to see how much I have paid for 2 trash pickups!

So, Waste Management tells you one price to get to you agree to sign up, you pay in full, they send you your stickers for your cans and get you all comfy, then they send you another bill for the rest of the money and all they can say is "Oops!" Bait-and-switch? I think so.
