Wayne County friend of the court cashed my check for child support arrears and then sent my $ to the State of Michigan for collection Detroit Michigan

I sent them a check for the arrears amount, which they chashed, and then a month later sent a letter that the State of Michigan had been notified that I was in arrears and the state was instructed to without the money from any future tax refunds that I was entitled to receive. Help!!!!
