Parent posing a threat such as refusing/threatening to not give the child/children back or is/has patterns of ANY ABUSE, physical sexual, mental verbal, drug/achohol abuse). The latter part of this paragraph, is in my eyes, the ONLY justified reason for denying parenting time.
DID your mom contact the Friend of the Court everytime you moved and keep them informed, within 10-21 days of moving, of your new address. This is the only reason WHY that amount of money would have been withheld and not paid to her. Besides, with an amount like that, she should have been on the phone with Friend of the Court finding out why she wasn't receiving it, unless she didn't want Friend of the Court to know where you were so your dad couldn't see you and in that case your mom is at fault for not receiving that money and for not seeing your dad. NOT, saying that is what she did but it is a possibility. I would question her and find out why she never questioned the Friend of the Court where the money was.

As far as the two children that received a letter stating that their money would be held in escrow until their 18th birthday. I have never heard of such of a thing and I not only had a father that according to my mother, paid religiously until he passed away when I was 13, but I also too have not only paid child support when her father had custody of her for 6 years(after which he hadn't paid but 5 $50 checks in the first 6 years I had her) but didnt pay a dime when I got her back after the 6 years he had her until she turned 18, but I am also OWED child support and am currently fighting for that. As far as the money being owed to the children for the time you were growing up, that money isn't owed to YOU directly, it is owed to the custodial parent or guardian who raised you to help pay for YOUR part of rent, heat, electric, laundry, cable, phone, transportation, sports in school, etc...
Although, I do agree if the child turns 18 and is still in school but living on their own, then I ahve no qualms with the money going to them from then until it is terminated.
I have a 14 1/2 year old daughter that is under the same impression, that the money is owed directly to HER so she can but things such as IPOD etc..she honestly and as a matter of fact stated exactly, "that is stupid, I should be able to get a $200 IPOD instead of you trying to pay off bills with it". Mind you, as some knows, I am on disability and only get $600 a month total for myself to not only support me but 2 children on and no child support. I said, "A home phone for emergencies is more important than an IPOD and she said, nasty might I add, "NO, it isn't". The child support is NOT to PAY THE CUSTODIAL PARENT FOR TAKING CARE OF THEIR OWN CHILD", which is a statement some outraged father made about women, it is to SUPPLEMENT the support the custodial parent/guardian already pays for that child.
I will however contact Wayne County Friend of the Court about the sending a letter to the child about THEIR money being in escrow unti they turn 18. Like I said, in my 25 years of knowing and dealing with child suport on both sides of the fence have never heard of, so if this is true this is the first time I have heard of it.
Good luck to all. If I was the one parent/guardian that was owed the support and had not received it< I WOULD be the one on the phone asking, NO DEMANDING to know WHY the support was never sent to me.

Payor is the person paying support.
Payee is the person receiving the support.
If you are the child on the case, you cannot receive the support. The court order that had the payor pay the payee, stated just that..
For you to receive any payments , as a child to the payor, you would need a court order stating the same.
You didn't say what happened to the parent that had custody of you.. However, if you were under 18 then someone had to have custody of you.. That person could have went to the court and got a court order for the payor to pay them.

And, since when is the money owed to the kid? The money is supposed to be for the kid's support, used by the custodial parent/guardian.
Charles, go back to fighting your mother's EEOC claim or continue your so-called lawsuit against her former landlord.

You need to ask mom if dad paid then why did he not see me or his money get sent to me to support me.
The sad reality again is the system failed you as they did not look for you so you could receive support.....your dad is NOT a deadbeat by your own words.....you have a deadbeat mom.
