My leases was signed on February 27, 2012, and I moved into Whispering Pines Apartments the weekend of March 2, 2012. I havent lived in the apartment 60 days yet, and on Sunday, April 15, 2012 my son had (1) of his cars towed from the complex; and then on Thursday, April 19, 2012, my sons other car was towed from the complex. The management of the complex stated the reason that his cars were towed were because he didnt have any parking stickers posted. We thought the reason the first car was towed was because it had no valid license plates on it and it also had a flat tire. It did mention in the lease that they would remove a car for no plates and a flat tire. We didnt even think it had anything to do with a sticker. We didnt realize we needed parking stickers. Parking stickers were not mentioned to us when we paid our deposit, nor when we signed the lease, nor when we picked up the keys. We are unfamiliar with the rules and regulations of the complex due to us being new tenants, and thought we would be given the rules and regulations. When I called management to find out what the deal was, they stated that parking stickers were mentioned in the lease. Ive read the lease in its entirety a couple different times, and see nowhere in there that tenants are required to have parking stickers. There are several and when I say several, I mean several vehicles that park in the parking lot in front of my home that dont have any parking stickers.
I also asked management about guest/visitor parking since that was something else that was not mentioned to us. Because they mentioned nothing to us about guest/visitor parking, we thought our guest/visitors could park in front of the house, but after my sons car was towed we realized that was not the case. Management told me that any guest/visitors are to park in the designated spots in front of the complex office. Again, that was something that wasnt made clear to me.
I asked Allison Laus (Assistant Management) to reimburse me for the second tow since they didnt inform us of the parking sticker rule, and I was first told no, they did not do any reimbursements. I then spoke to Amy Cain (Senior Management) and she told me she would reimburse me for half. I told her that due to the fact we were unaware of the parking sticker rule, complete reimbursement should be done and she told me no. I then told Amy Cain, that if you are not willing to reimbursement for the entire $122.41 then I was going to file a complaint against the apartment complex which I am doing now.
Before I signed the lease with Whispering Pines Apartment Complex, I asked the leasing agent (Brittany Brown) about the crime in the area where the apartment complex is and she lied and told me it was safe. So safe, in fact, that she leaves her doors opened. The day I moved in, the next door neighbor came to me and said welcomed me to the complex and told me that this area is not that good and that there have been some break-ins around the complex. He said he hadnt experienced anything directly, but knew of people who last summer when they went to the pool, they experienced break-ins.
On April 12 or April 13, 2012, the neighbor who lives (2) doors down from me had her apartment broken into. Again, I havent even lived in the complex for 60 days and have experienced a break-in which is closer for me than I care to have it! I dont feel warm and fuzzy about my new home! Ive very anxious for my lease to be up. I pray nothing else happens before my lease is up!
The management at this apartment complex will lie, cheat and steal in order to get people into their apartments only for their money! They are not concerned about the tenants as people or as a whole! They are only interested in receiving rent payments every month.
I also discovered since Ive been living in this complex that their used to be (3) trash dumpster for the my area. Now, there is only (1) and trash ends up overflowing and getting all over the ground.
I also wasnt told there is a courtesy officer onsite. I didnt find that out either until after move-in. Please remember, we have lived in the apartment for at least 30 days before they wanted to remove my sons cars due to no parking stickers! I have also been told by other residents that the management staff is aware of the problems that lie in this community but chose to make no attempts for change!
Also, when my sons second car was towed, there were several tenants outside showing their disapproval in towing my sons car from in front of our home at 10pm. So much so, that if the police officer/courtesy officer hadnt of been there at 10pm when my sons car was being towed, that the tow truck driver could have been in danger from the unhappy tenants. 
Whispering Pines Apartments in Columbus, Ohio d/b/a PRG Real Estate Management, Inc in Philadelphia, PA are not user-friendly!  They are not all about the consumer!  They are about themselves and money. 
I tried to pay my rent for the month of May.  Sent my son to the office with a check in the amount of my rent which was $640.  They told my son they wouldn't accept the check because it wasn't the full amount.  What apartment complex do you know that won't accept any portion of your rent.  They told my son the balance for my rent was $742.86.  When I asked them to tell me what the extra charges were for, they told me it was the water and a gas bill that I hadn't put in my name.  I told them they were incorrect about the gas bill, which I transferred into my name on March 8, 2012. 
I attempted two more times to pay the rent, and on Saturday, May 5, 2012, Senior Management, Amy Cain, refused to speak with me, see me or take my rent.  She wanted to inconvenience me and have me take time off of work and come back on Monday, May 7, 2012 to pay my rent.  I told her no, and on Monday, May 7, 2012, a notice was put on my door to either pay the now $797.86 or evacuate the premises in three days, which I did! 
I spoke with owner Sam Foster on Friday, May 4, 2012 about the e-mail and letter that I sent his office.  He told me a meeting was set up for Monday, May 7, 2012 with Amy Cain to discuss what they were going to do regarding my issues.  As to date, no one from the apartment complex, Whispering Pines nor PRG Real Estate Management have called me back.  As of Thursday, May 10, 2012, I moved out of Whispering Pines Apartments in Columbus, Ohio.

Okay the original tow was legitimate, even according to you.  So that is a non-issue.  The second tow you were "unaware" of the regulations because you state that they were no where in the lease.  Okay were they in anything else you signed?  Are there signs posted around the entrance to the complex or in the parking lots about permits?  If so then them offering you to refund 1/2 the towing cost was more then generous and you probably should have taken it.

- Okay from February to the previous summer is quite a while, so just based on that it is hard to call it a crime wave.  Of course did you ask him other details such as did they keep their doors unlocked?  Did they leave any windows open?  After all they were just "going to the pool".

- Yet no one came to knock on your door and tell your son to move the car before it was towed?

Sounds like a tenant issue.

What apartment complex do you know that won't accept any portion of your rent.

Actually most complexes have this rule, especially the "corporate" complexes.  They do this because they don't want to have to keep track of people giving them multiple payments.  Especially with multiple lessees in a single unit.  By not accepting a partial amount they don't have to deal with the "Well I paid my half, talk to my roommate" situation.   So if they won't accept it from one, they can't accept it from any.

As of Thursday, May 10, 2012, I moved out of Whispering Pines Apartments in Columbus, Ohio.
- Nothing you showed here sounds like reasons to break your lease, and it sounds like they had proper grounds to evict you.  So if you think you are done..think again.  They will most likely start to come after you for any past due amounts(and possibly the amount for the remainder of the lease).  Oh and if you thought they were bad, just wait until you have to explain why you were evicted to future complexes.

So if you were evicted or just left you will probably have to deal with some other issues if they decide to come after you for the past due or remaining rent due.
