There have been several of these coming to my mail since I entered Publisher's Clearing House Sweepstakes.  I responded to the first mailing and sent my $10.00 with a note which said, "I am going to send this one response and $10.00 and no more ". You also are sending your response to their country with international rate postage. I wouldn't recommend to anyone else. You don't have any way to retrieve even though this one stated if not satisfied that it would refund all cost. Who would know?
