On 11/21/12 I received a Collect Call from my daughter who was hospitalized. I refused the call since I could call the hospital directly.

One month later my phone bill was charged $39 for that refused call. I called ZPDI which said they would refund the $29 for the refused call, but keep the $9 for taxes, etc.

Where do I turn for assistance to fully recover my money. Really, ZPDI wants $9 of my widow retiree fixed income money - not without a fight.
