    I think you're on the wrong track here.    If you are under the impression that you are the client, you may want to rethink that.    The company that requested the background check is the client.

   Apparently, the company that you applied to thinks this is necessary information.  I don't understand what you're complaining about.   You are always free to refuse the request.

   Are you aware that your tax information is confidential and that the only place they would be likely to (legally) get the info from is you? 

  Hopefully, you gave this company the information they requested and your prospective employers has not heard about these assinine claims of yours.    Many companies are reluctant to hire people who engage their complaint mode before engaging their brain.
