 I rented from Shasta View Duplexes in West Sacramento manged by A&J proprty managment.  

 During a 13 month tenancy my family has endured living in horrible conditions. Below is a very brief summery.

On May 1st 2013, I emailed Erica Torrez property manager. ( A&J Property Management AKA Abby Jacob property management) and explained that we were having electrical problems, mildew smell coming from the bedroom, cracked pipe that was leaking outside the garage and a vanity that needed to be replaced. I respectfully requested to be transferred to one of the two available units. on May 8th she did a home inspection and seem very concerned. Erica explained that she would get a electrician to make the repairs on May 9th. The electrician explained that there were illegal grounds wires, the home was not properly grounded and the entire electrical needed to be redone. However, he was only given approval to change the outlets.

On May 10th  my computer stopped working and it was the result of a surge in the electrical and power went out though out the house. After making several calls to Erica to no avail. I called Code enforcement, they were able to intervene and have superior electric come back to my home on May 11th once again nothing was resolved. This is also the same day that the hot water heater stopped working. I called PG&E they reported that the gas line was in working order and I was advised to call management. My calls about these issues were ignored and had to call code enforcement. Erica called me shortly after speaking with code enforcement and stated that she would be giving my family $200.00 for a two day at a motel and that everything in our home would be fixed. We returned two days later and to be sure that work was done properly. We plugged in a small fan into one of the outlets. It caught fire and the fire department responded. The only thing that had been tampered with was the vanity in the bathroom. They pieced it back together with screws instead of replacing the water damaged vanity. 

Erica called me on May17th and stated the following “ I am giving you two options. One, you move out by tomorrow and I will return your full security deposit if the place is left in good condition. The second option is to stay there until your 30 day notice is up and if you do. I will not fix anything, then yells WE ARE DONE. You have until the end of today to give me your answer.”

On our last day in this dump was June 13th we had a independent state certified inspector come to the house. In his 2 page written report he stated that he was appalled that we were living in such horrible conditions and that we should get a medical evaluations done because of the mildew and possibly exposed asbestos in the home.

Erica Torrez allowed my family to live with out a proper working electrical system or hot water for over a month. The financial loss and emotional distress that has been inflicted to my family has been devastating. I implore anyone looking to rent from A&J Property Management/ Erica Torrez  to look elsewhere.

Additionally, I have looked into Erica's history. She has made a false statements when claiming on her own site and others that A&J property management has over 18 years professional management. She established this business in 2010 giving her only 3 years experience. on her facebook she talks about setting up her business in 2010 and about her boyfriend cheating on her and she has been sued in court over her unethical business practices.

The following describes a pending government action that has been formally brought by a government agency but has not yet been resolved. We are providing a summary of the government's allegations, which have not yet been proven.

On October 18, 2012, the California Department of Real Estate filed an Accusation against A & J Property management. The accusation alleges that the company owner allowed the balance of funds held in a trust account for clients to be reduced to an amount below the minimum legal liability without prior consent from the owners of the funds, failed to properly designate the account as a trust fund account with the company owner as trustee; and failed to reconcile the beneficiary/property records with a record of all trust funds received and disbursed on at least a monthly basis. The accusation also alleges that the company owner conducted real estate business using the fictitious business name "A & J Property Management" which was not properly registered with the DRE.

What was written about you is the truth and I would be more then willing to post all court records and documents to prove it. This would include, the carpet report that confirms mildew, possibly exposed asbestos, recommendation for removal and replacement by a licensed contractor, declaration from the employee from Superior Electric (the company you hired) recommending to re-wire the duplex, PG&E reports stating that the water heater was in need of repair, pictures of the brunt outlets, the counter suit filed by the owner that he lost, the lawsuit that I won and much more. all you need to do is rebuttal to this response.

I understand that you use to work for Nelson Property Management. However, your website is abbyjacobproperty.com. is misleading others to believe that this company has been in business for 18 years, when it has been in business for three years.

After reading this post i had to reply. I am an onsite manager for A&J property and have known Erica Torrez for over 20 years. I am also familiar with the situation that prompted this post. This person has distorted the whole story and is one of those people that every property manager should be aware of. This is a troubled renter- she is one of theose people that calls about every little thing, exagerates everything, and is never happy. These problems were investigated everytime by qualified professionals including code enforcement, including installing 2 NEW water heaters to try to solve a non existant problem. Once it was apparent that there was nothing that would satisfy the renter- arangements were made for her to vacate the apartment. She tried to sue in court and Lost! She also went to Erica's personal facebook page and reported personal info on this site. As with all property management companies, some problems are not resolvable- but not for lack of trying. Prior to starting her own company Erica worked for another property management firm for almost 20 years. She is very experienced and always tries to go the extra mile for the tenants. I witness this on a weekly basis. Unfortunately- these posts can be damaging when not true. There are always 2 sides to every story. for any property managers reading this you may want to investigate this person thoroughly prior to renting to her. Call previous rental references to see if any of them would rent to her again.  As far as the case with the department of real estate - that case is resolved - unfortunately the DRE does not update its records online to show acceptable resolutions.

I filed a complaint against A&J Property Management which is owned and operated by Erica Torrez with the Better Business Bureau in Sacramento CA and you can do online by going to bbb.org. This woman is scandelous and I provided the bbb with all the proof of her actions and requested arbitration and she did not agree to arbitrate. Unfortunately there was nothing further done and she was given 1 complaint and her rating is an "A-" which is so pathetic as she is a sham. I hired her to be the property manager for my property located in tahoe park and she put a drug addict tenant in who had the word "evil" tatooed on her neck. The woman was on salvation army assistance, had like 5 kids, and had no interest in working. According to Erica she did her job yet the rental application Erica received from this woman had a reference that was her Uncle and her credit report was awful. The woman and her kids DESTORYED the property and my brother had to get her evicted. It cost me over 20K to get her out and repair the place not including the money paid to Erica. Do not trust this woman's claims about her experience. She is all about money and getting what she can and does not care about the consequences to those that hire her.
