I bought an unlock service on paypal and paid for it on jan/12. The seller asked to wait 20 working days. I waited but the unlock was not done.
I waited a few more days and asked him for my money back, as I saw a bunch of people suddenly complaining about him. The seller just started to ignore me, saying that the unlock was done and that was it.
Its possible to check if the service was really done looking to my IMEI that i can provide as need. After that, tried to get a refund through ebay cases, but when you are talking about a service, theres nothing ebay would do about that.
In the end, the seller sent me an letter stating that unlock was done, but it was not true. All i could do is to start a campain on youtube and report to you guys. Yesterday, I managed to talk to another seller, who was scammed on $ 2500 by the same seller. He is still trying to get a refund from ebay, but I doubt it should end much different for him.
Anyway, anyone can start selling services in ebay, not deliver it and get rich, thats what I learned...

I finally received the so expected refund. I think everything was nothing more than a big misunderstanding. Let me note that it was not a refund per say, but a payment, once that the refund timeframe was expired.

So, as i didn't receive my promised refund until today, i emailed our dear friend Antonio Versace Bhardwaj in order to try to solve our little and old problem once again. Let me update this report as soon as i get his answer. Just remembering, he owns me 204 usd from a service that he never did.

You did not answer you saw our listing couple of days ago? Your comments noted.
Unlocking became illegal starting 26th Jan 2013 for phones bought after that day, which mean't if you bought the phones after 26th Jan 2013 you needed carrier's permission. Owners phone and other people's phone were bought before that day and were not illegal to be unlocked. All listings were removed by eCommerce stating "illegal 'to all sellers for the record. It did not make sense when law gave a date of Jan 26th 2013?
We informed the same to our clients which is rightfully reflected. We told eCommerce platform, for the record, that we won't sell or ship anything anymore due to the steps they took to hurt buyers and sellers.
Last time again thank you for your advise and participation. Good luck.

I hope you do get your money back, after going over some of Apples ebay feedbacks there are several discrepancies in his statements on EBAY and to you. He told you that service was provided yet he tells others 'he cannot provide service because it is illegal to unlock cell phones". Apple, you tell Customers one thing and soppousedly do another. I have no issues with you, however it is blantledly obvious to others who read the feedback, your responses and this report that something is just not right. The fact that you would post advertisements on EBAY, take someones money and not do anything with it is an issue in itself. If it were illegal, why are the advertisements on EBAY to begin with. If you think that you can't go to jail for having false ads on Ebay think again. In the mid 90s when Cable Descramblers were extremely popular folks used to post ads on craigslist all the time never intending to deliver the service. These individuals were arrested and sentenced to a good few years behind bars. I would highly advise you to choose a more legitimate business. I have no intention of harrassing you, but I know how business works. This site can make or break you and right now in this economy you don't want it to break you sir.

Well Bill, I believe you and feel that you are telling the truth, however I just wanted to double check. As far as Apple is concerned, he should pay you back that is unacceptable on his behalf. It is sad that it is only a few hundred bucks compared to the millions he might have to pay in settlement or even jail time. I am pretty confident his days on EBAY are numbered as many folks look at this website when they are purchasing items now. I commend you Bill for taking a stand and alerting other users of this fraud. I saw him on EBAY few days ago, was going to purchase his product, but read the report on this site and went with someone else. You were extremely helpful!

Thank you Trasha, you are 100% right here, and thank you Ryan, but Ryan, You are partially wrong. I paid ~$850 for this phone (plus brazilian taxes). I bought it on ebay on 11/10/12. The fact is the phone is locked (not pass screen locked, it's carrier locked, nothing to do with stolen phones) to sprint network, and there is no sprint network here in Brazil. Another thing, unlocking phones may be illegal after jan/26, not when i bought the unlocking service on jan/12. You can check it calling Sprint (what i did before and after buying it, many times in a roll just to make sure of it) to check on its IMEI if the previous owner was in debt, if the phone was stole as you said, or lost, but NO, the phone have no observations whatsoever. So i did everything just right. The phone have a free path to anyone to check about the authenticity of what I'm saying, i have the receipts, my bank knows about my case, the brazillian police, FBI (ic3), ebay, paypal, my employees, youtube, ripoff, even my neighbors. I happen to have a impecable reputation where i live, never deceived ANY customer, NEVER. I'm a public man, have nothing to hide, NOTHING. I don't have enemies, everybody likes me (besides bad guys) and I live in plain harmony with my surrounding. I think i made my point clearly by now.

You are absolutely right Trash, unlocking phones is definitely illegal in the United States. The fact that this jerk unlocks phones that are deemed stolen is another issue worth considering, however here is the thing Bill needing an iphone unlocked basically implies that he STOLE the phone, so both of you guys could get in trouble. If Apple goes to the authorities to complain and Bill goes to the same folks they will take both of them to jail. Apple, honestly the ball is in your court you can ether A) give this individual his money back, B) go to jail or C) have your reputation tarnished. I would highly suggest giving him his money back man, I know for a fact that if I saw your name on EBAY after reading these reports, I would never buy your services. Oh and I am not Bill, trash or anyone else, I am just a consumer who wants to give you the best advice possible. This site can kill businesses, you have an opportunity to save yours. Based on all of these comments you may never get a Consumer doing business with you again. I highly doubt that you would contact authorities regarding this matter, since you are in the wrong for withholding customer's funds without providing any value agreed upon your side of the contract. This is considered thief. Second, you knowingly solicit to provide a service on ebay that is clearly illegal in the United States. Would you be stupid enough to get yourself in trouble with the law? Third, I can no longer find any item for sale after doing a search on your ebay account. However, I believe ebay keeps a copy of all your transactions and activities for 6 months. It will be clear what you have done if ebay conducts a search on your account. Forth, who did you report me to? Who will conduct this investigation? And what is the nature of the investigation?
Let me ask you one question. Do you know what defamation is? Let me explain. You call me a terrorist without any reasonable suspicion. This is defamation. However, you pressure your victims by calling them terrorist in hope to deter them from pursuing you to obtain what belongs to them. This is extortion. I suggest you do the right thing before it is too late. As for the next step, I will consult ebay and local authorities about this report. I will hold it against you for associating me with terrorist activities and reserve my rights to go after you for my losses.

I have been watching this case very closely for a week. This is one of the strangest ebay stories I have seen in a while. You threaten to use the law to stop your victims from speaking up. However, I am very sorry to inform you that the law is not on your side this time. I am not harassing you or your associates in any way since our conversation is strictly carried out here at ripoffreport.com. And no I was not instigated by anyone to participate. I am simply a well informed american citizen exercising my first amendment right of free speech. I believe what you did to these individuals is unlawful and it is my right and duty to speak up and expose this case to the public. The funny thing is this seller sells something illegal on ebay knowingly and claims it is the buyer's fault. Now that the seller has accumulated so many negs on ebay, how is he supposed to stay in business? If the seller would resolve this complaint in a professional manner instead of making himself look like a clown here, he may still have respect from potential customers. How can anyone do this to others. It is just sick.
I suggest potential victims file reports with local police and BBB in the United States. Another note, I think Ryan C**** is just one of the seller sidekick. Watch out for the deceptions.

Now that the seller has accumulated so many negs on ebay, how is he supposed to stay in business? If the seller would work with this individual in a professional manner and refund his money instead of making himself look like a clown here, he may still have a little respect from potential customers. How can anyone scam others like this. It is just sick.
I suggest potential victims file reports with local police and BBB in the United States. Another note, I think Ryan C**** is just one of the seller sidekick. Watch out for the deceptions.

You see, your company (you) deceived me and so many people, so many times and in so many ways that it's hard to believe that anything else you might further say would be any relevant. If you were a legitimate businessman, you would refund those people when you failed to conclude your job, or in worst case scenario, you could explain why you wouldn't do so, promptly.
Say something like you didn't have the money on the time being, or you were working on a solution, but anyhow giving people the choice to give up on the transaction, as the term advertised on your eBay listing was long ago expired and you did not provide the service you were hired for. Companies or individuals can't make people wait forever for a product or service, and people deserve the right to know what is being done with their hard earned money.
Copy/paste from your item description: "REFUND IF YOUR iPHONE5 CAN NOT BE UNLOCKED". Guess what? My iPhone 5 couldn't be unlocked and it was not my fault, now what?

Just because eBay doesn't protect buyers from service transactions that goes wrong that doesn't mean your position suddenly became legal. The proof is what happened to your eBay store.
I always admired USA, the freedom and respect for the laws, and i don't believe that USA laws would allow such behavior. Not in a million years!

Anyway, people bought the service BEFORE the law was even applied, leaving no further consideration on this matter.

Such statement is a lie. All you know is my name, my address and that i promptly paid you for a service that was never done. You don't even know me in person to say such a thing. First of all, search utube for appleexporter to find my video.
Seller scammed more than 15 people all around the world until now. Now he is calling everyone he stole a "terrorist", trying to intimidate them. I hope USA take it seriously because terrorism is not a joke.
I am a business man well know here where i live (same city since born, 28 years now). Have 10 employees with a perfect relationship to everyone of them, including their family. Never had a complain filled against me or my company (aluminum facades, windows, doors and such) before. I work hard all weekdays from 6am to 6pm and will not admit some thief call me a terrorist. My home doors are always opened to anyone as are my company. I have NO enemies (not a single one, really). This burglar was reported to ic3(FBI), authorities here in Brazil as well, including MY full address, i REALLY HOPE someone knock my door to speak in person about this idiot, i will be thrilled and honored to help the investigations. Here is the list of people he managed to steal money (eBayID):

These are the following facts and cut and paste from eCommerce messages platform from this buyer who filed a false report on ripoffreport.
We did not know this buyer was involved with unlawful activities with people from Saudia Arabia, Oman, Brazil and China with possible terrorist.
The issue is sitting with Director of Intelligence in Brazil who are reviewing the situation.
The buyer changed his ID from mestredomundo to billtheeagle to hide his identity. He even denied it first.
Facts are Buyer lost the case on eBay, started harassing for a refund, Was reported, received warning from eCommerce platform to stop harassing, Apologized to us and acknowledged he got the right product.
The buyer put out video's on uTube, Smash pipe etc. Video from Smash-pipe were removed. They will also be removed from uTube as warnings were issued to remove personal information. The issue is with legal department.
Most importantly starting calling our office staff and harassing everyone. The worst part is as a result of the actions we continue to receive harassing calls from so many people on our personal line The number was distributed by the owner of the report.
We were not even able to post any rebuttal on U-tube as owner blocked us.

New email came today from scammer:
"You can harrass and file reports but you will not get a refund as we followed policies and US legislation. We will get the false report removed rightly in a day or less.

"First of all, you played with eBay rules to succeed keeping others money without punishment, but you live in USA, not on eBay. What about other people you were trying to get a little more money in exchange of unlock, after the new law?
I live in Brazil, don't have any laws about that around here, it's not my problem. I didn't false reported you, probably it must be other person you fooled, because I just knew a lot of people got scammed by you with this unlock story. You are gathering a lot of enemies with this move. There's no excuse to keep others money.
