 I have electric service through Cobb EMC (Marietta, GA). They do not process payments but use a company called Bill Matrix, which is also Fiserv. My bill was due on July 8. On July 3 I made a payment through Bill Matrix (including the Bill Matrix $3.95 fee), and received email confirmation of the payment. I logged back in to my Cobb EMC account on July 11 to find that the payment made had not been credited AND they had charged me a $25 fee on July 8! Contacted Bill Matrix and was told that my bank returned they payment because my account was frozen. I knew that wasn't true because my account wasn't frozen - I'd been using it the whole time. I contacted my bank and was told not only that my account was open and valid and funds were available, that Bill Matrix NEVER ATTEMPTED the payment on July 3. The bank is speaking factually, and I can back that up with my online banking statement.

I have now been assessed a $25 fee by the electric company, and they are threatnening to disrupt my service because they haven't received payment for the bill I supposedly paid on July 3 - five days early.

I have spoken to two Bill Matrix representatives so far, and they are unwilling to help. Not only did the Bill Matrix system fail utterly at doing their one job (processing payment) in order to do amy more payments in their system I now have to go to my bank and get them to fax over a letter on bank letterhead that confirms my account status. I've spent my entire lunch hour today sorting this out, and will still have to make a trip to the bank branch and get them to write and fax a letter on my behalf before I can make a Bill Matrix payment. And meanwhile I'm still in danger of getting my electirc service disconnected. I did nothing to cause this, but I have the consequences. Bill Matrix is blaming everyone but themselves. They may be a third party payment processing center, but it is THEIR systems that have failed.
