Update to my Ripoff Report of 14 July.  I got an email address for Josh, evidently the owner of carinfo2.  He quickly responded and says I will receive the $1 back in a few days.  I hope he changes his website so that if someone searches with a VIN that doesn't meet their criteria, the system will stop right there and not take their credit card information and the resulting $1 charge.  I can see where people will complete the registration form and be liable for additional $20 monthly charges.  My problem is resolved.  Good luck to anyone else hoping to get a $1 history.
