Claim Services $80,000 in unclaimed settlement to be delivered Montreal Quebec

I received a check for $1256.00 to be used "to prevent you from paying the fees out of your personal funds." I was advised to keep this confidential until he claim is completely processed.

[qoute] Be advised that the enclosed check is valid only by calling our offices first. If you attempt to cash this check before speaking to any of our agents the check will be void and all stop payments will be in affect (wrong spelling).

In the paragraph before [quote] ...North American Law...stipulates that the receiver musst pay a processing fee before his/her funds are released. 

I have received similar announcements of winnings via phone calls, practically everyday. I've stopped answering calls. How can this scammers be stopped?
