The main players at the Coharie Intra-Tribal Council Inc are hiding the fraud and abuse of the past and present staff as well as boards.
Here are some facts about the staff and Tribal Administrator.
They use unliscensed contractors and some liscensed contractors.They pull permits (only recently) and have done work recently without permits.They use the people's money for their OWN emergency assistance and rehab,even getting heat pumps for themselves at the same time they tell others there is no money left to do actual repairs for the needy and elderly.
There is currently over $740,000.00 that is "unaccounted for".The staff and board members (not all) refuse to release the public documents that they are legally required by law, to show all who ask for the documents.
On August 16,2010,Janella Williams (enrollment officer and paid staff member) had a check cut ($4202.00) for an HVAC system on her own home.The same day (Aug 16,2013) Carol Brewington also had a check cut ($4969.00) for a HVAC unit on her own home.Katherine Simmons Hernandez (Fiscal Officer and paid staff member) also had an HVAC unit ($3385.00 on May 12,2010) installed on her home.How is it emergency assistance to people who can't afford it,when for example,Katherine drives and extended Escalade and works at the center making incredible money,paid health insurance,paid dissabilty insurance,paid vacation,paid retirement,paid travel,paid per diem,paid sick leave,paid vacation,paid holidays and has accumulated hundreds of hours of "flex or comp time"?
The CITCI is in violation of NC Public open meetings laws now.The CITCI is in violation of open meetings laws,now.The CITCI have deeds recorded against homeowners who repay the grant money and do not report it to the IRS.The CITCI have staff members' who have given grants for housing to their own brothers,sisters and parents.One of these has a Monthly payment of $130.00 and the CITCI pays the man's Sampson County property taxes and Homeowners insurance out of the $130.00!!!The tax and insurance is more than the payments received.
Board members have had their own homes rehabilitated,even their rental properties.The CITCI has known of several hundreds of thousands of government money which has been paid to staff and board member's family members,who never did any work on the supposed project AT ALL.
The CITCI is now in posession of a defunct restaurant "Skippers" which is costing the program money designated for repairs on the people's homes.They can't even occupy the bldg at this time.The bldg is only a drag on the HUD/NAHASDA funds being sent for actual repairs and homeownership for the deserving members.
