The letter states that they are attempting to close my account, but first i need to pay $79.95. If I don't pay by May 3, 2015 they will start collection procedures and report my account to credit companies.

The original company billed my credit card for items never ordered so I closed that card, if I had not done that they would have billed me for the $79.95. But since I closed the card they found another way to scam me.
