1010XXX Blocking Not Allowed By Verizon in New York State

Many small business do not have a PBX or a phone system, but have phones directly connected to the Verizon network. Employees can bypass their owner's primary long distance carrier by dialing 1010XXX, and make calls around the world even if they are denied by the primary carrier. This is outrageous that Verizon NY won't block 1010XXX access. They only offer toll-restriction which doens't allow any access to long distance, which means authorized employees can't make long distance calls.
