It is one of experians' websites, but your right they operate like a scam.

AUTHOR: MovingForward - (United States of America)

Experian stopped reporting FICO scores sometime around Feb 2009 to consumers. You can't even buy a FICO score from Experian after Feb '09 unless you are a lender. Funny that they only provide the information to lenders and not to consumers.

Instead they now have their own score based on their credit info that they sell to consumers. Naturally the lenders do not use that score - it is just a revenue generating item by Experian.

Anyway, in order to sell reports and scores directly to consumers, Experian has several websites - one of which is the one in this report: Consumerinfo.com  Another site is freecreditreport.com and both of those sites have a disclaimer right at the top of the page (not hidden, but not very noticable either) that says:

IMPORTANT INFORMATION
When you order your $1 Credit Report and Score here, you will begin your 7-day trial membership in Triple Advantage. If you dont cancel your membership within the 7-day trial period*, you will be billed $14.95 for each month that you continue your membership. You may cancel your trial membership anytime within the trial period without charge
.

I agree with the OP, the website is misleading. But they comply with the new law that states they have to disclose the enrollment membership terms.

If you want a free report, go to the government sanctioned site a n n u a l c r e d i t r e p o r t d o t c o m (without the spaces). You are entitled to one free consumer report each year from each of the credit reporting agencies.
