When last purchasing four cases of Kirkland bottled water at Costco I found out that the receipt added $1.75 for recycle redemption for each case in addition  to a $3.36 for the price of a case itself. For almost four months I purchased a lot of that kind of bottled water at Costco without being aware of that trick and never brought the empty bottles back for redemption. It should be mentioned that the extra charge was posted nowhere else than on the receipt itself. Unfortunately, I'm among those customers who seldom check the receipt! They might take advantage of that negligence of the part of customers to enrich legally.

EVERYTHING SEEMS LEGAL. IN FACT, HOWEVER, HOW MANY PEOPLE EVER BRING EMPTY BOTTLES BACK TO COSTCO FOR REDEMPTION? EVEN THE GUYS AT COSTCO CUSTOMER SERVICE ARE BARELY AWARE OF THE RECYCLE PLAN. WHO'D BE HAPPY? COSTCO? KIRKLAND? OR BOTH?

Return the bottles

 It doesn't cost you anything if you just return the empty bottles.

I don't know about CA but in Michigan we've had that many years and like it.  Our road sides are cleaner because it's worth it for people to collect thrown out containers.  Organizers will pick them up from you for fund raisers.  We coillect and give them to the Humane Society etc. etc.

It also encourages recycling - a good thing.

How long have you been living in California? Whevever I bought a bottle of any kind of drink (or alchohol), there is always a recycling charge tagged to the container regardless. Even though the business passes the charge down to customers, there is no need for a business to post the extra charge (on top of the item price) because the fee is mandatory by law. Look at the CA government site. If you want the charge back, you could simply RECYCLE your trash and get the full money back. If not, there are plenty of people in CA collecting empty bottles from trash can because each worth around $0.10. So if you don't like it, don't live and/or buy any drink in CA. Rip off? NO.

The argument of customers seldomly check their receipt is extremely silly. In other words, they deserve it because they do not do what they are supposed to do. If they keep neglecting the receipt on what they are spending on, they simply illustrate their ignorant to their own responsibilities. Are you one of them?
