I not only Hired CPM Construction after Hail Damage hit my home, but was impressed with salesman and what I believe the company stood for that I went to work for them.

This company does have some fighters and men that are of a high integrity. to bad that they are not the ones that call the shots.

This company in my opinion (and of the insurance companies that aren't recommending them to their clients) is not one that will look out for your best interest.

As an employee I was threatened with physical violence when I tried to collect money the company owed me. (See Akron City Police report Dec. 2007).

As a homeowner I was told of several diff. days that work would happen and it didn't. Nails were left in my drive way (which caused damage to my tires). I was told when I spotted some damaged siding and areas that needed fixed, "here's a hundred dollars you can get it fixed yourself."

I have had (and will have to again) pay out of my own pocket to get a lot of things fixed myself. They really do not have as many crews that they can call to do the quality work you need. If you are getting gutter work done it could be up to a months wait...

By any definition this company and its "Man of my word" Joe Radcliff will change your life, your house, etc... not often for the better. You have been warned!

14.5 Million Dollar Jury Verdict Awarded Against State Farm Insurance

A six-week trial in Hamilton County Court ended yesterday afternoon with the award of a $14.5 million jury verdict for Joseph Radcliff and his restoration company, CPM Construction of Indiana, against State Farm Insurance.

State Farm had filed suit for insurance fraud and RICO (Racketeer Influenced and Corrupt Organizations) claims against Radcliff and CPM.  The case arose out of work done by Radcliff and CPM following the April 2006 hailstorm.  Radcliff and CPMs allegations were that after State Farm received negative publicity in the Indianapolis media for denying hail damage claims, State Farm made unfounded claims of fraud against Radcliff and instigated the filing of felony charges against him.  Those charges were dismissed by the Marion County Prosecutor, but the negative publicity resulted in Radcliffs personal
reputation and business being destroyed.

Not only did the jury find that State Farms claims against Radcliff were baseless, but they also found that the Radcliffs allegations of being defamed by State Farm were true. The jury ordered State Farm to pay Radcliff $14.5 million.


Radcliff was represented by Will Riley, lead trial counsel of the law firm Price Waicukauski & Riley, LLC along with attorneys Joe Williams, James Piatt and Jamie Kendall of the same firm and Mark McKinzie, Partner in the law firm Riley Bennett & Egloff LLP. 


Riley stated, It was a tribute to the American jury system that one man can take on the largest insurance company in the nation and win.  McKinzie agreed, stating This sends a strong signal to Bloomington, Illinois that Hoosiers will not put up with this sort of conduct. Radcliff commented I am grateful to those who believed in me and helped me get the true facts before the jury and to the jury for giving me, and my failed company, justice.

I almost got scammed by this guy but my cusin who works for a real company in Waldorf showed me tis. Masterbuilt Construction used to be CPM Construction. Same dude. He got busted by the insurance so now he switched his name and tried do it again. this is the web pages you can see it on

It is funny how everyone just always thinks the worst of what they read or hear with out understanding what is really going on. Let me take you back to 2007 in the Indianapolis area. state farm was all over the news about dening hail claims for thousands of homeowners in the area. I stood up. I worked closely with the Insurance commisioners office providing hundreds of clients who gave testimony about there experiences with state farm. I paid for our legal team to investigate the best corse of action to help my clients and get the claims paid for. I hired engineering firms to do complete reports on the damages to each property. We were the front runners in the fight to defend our neighbors rights when most contractors walked away as soon as they heard you had state farm. I handeled hundreds of arbitrations that were not policy based as they were not allowing homeowners the right to appraisal which is a policy based provision. State farm lost almost every arbitraction that my company did. then they went to putting a false case together that they tried to bribe my clients into stating that i damaged there roofs and if they did say that that they would pay for there roofs and not raise there rates. Thank god there are still people with ethics in this land and they said no. the state Attorney did there investigation and dropped all charges. No we will have our day in court with State Farm and I will expose them for who they realy are. Just read the web and see how many people the have wronged through out the country. go ahead and attack me. you must have nothing better to do or you are to closed minded to see the truth. It doesnt matter. CPM Construction will continue to fight for peoples rights no matter what anyone may say and if you are going to try and make false acusations against myself or my company you better bring your A game. I have and will. State Farm I have not forgotten what you tried to do to me or my family and this fight is far from over. I will help any one who has been wronged by there insurance company with the knowledge of this industry and years of experience fighting claims. Kind of funny that i was a perfered vendor for state farm adjusters in ohio and missouri during this entire time. only in indianapolis were ther ripped off the most people am i targeted. maybe they should treat people right than they wont have people like me that believe in doing what is right. to you na sayers i say %#$&%%#

I must say Radcliff's comments of his own integrity brought a tear to my eye. He did say one thing that is true, the he has a good relationship with the States attorneys office...Afterall, without his business their budget may have gotten cut back.

An Indianapolis businessman faces fraud, theft and other charges for allegedly trying to rip-off insurance companies after a spring 2006 hail storm.

The metropolitan police department's Crime Action and Abatement Team arrested Joseph M. Radcliff, 33, on a warrant for 14 felonies including corrupt business influence, insurance fraud and criminal mischief on Wednesday, Sgt. Matthew Mount said.

Radcliff, the owner of CPM Construction, allegedly intentionally damaged roofs and shingles in order to bilk insurance companies for hefty damage claims.

He was arrested as he was entering for an arbitration hearing on an insurance claim. Radcliff's crimes cost State Farm Insurance about $1.75 million, Mount said.

Radcliff remained free this morning after posting $50,000 bond, records show. CPM Construction operated in Indiana, Ohio, Maryland, Delaware, Florida and possibly Missouri, Mount said.

Indianapolis Metro police said Joseph M. Radcliff, 33, owner of CPM Construction, or his employees intentionally damaged the roofs of homes insured by State Farm in an attempt to get large settlements from the insurer.

CPM operates in Indiana, Ohio, Maryland, Delaware, Florida and possibly Missouri, IMPD Sgt. Matt Mount said.

Radcliff faces numerous counts of corrupt business influence, insurance fraud, criminal mischief and fraud.

Officials said the fraudulent activities cost State Farm $1.75 million. He was arrested Wednesday morning as he prepared to go into an arbitration hearing on a State Farm insurance claim.

Investigators told 6News' Renee Jameson that there could be hundreds of victims and that the investigation is far from over.

LaShonda Ross said CPM replaced her roof after the storm, collected money from her insurance company and then kept coming back for more, threatening to put a lien on her home.

"I'm glad there's other people involved so they know ... what I've been screaming about for months now," Ross said.

The charges against Radcliff don't involve Ross' home.

Todd Burris, of the National Insurance Crime Bureau, said Radcliff engaged in what is known as dime spinning, a practice in which dimes are used to damage shingles.

"During the course of the investigation, we were able to come up with some evidence that text messages were sent from CPM Construction phones, basically telling storm chaser workers that were in Indianapolis to stop ... dime spinning on the roofs, that State Farm was on to them," Burris said. "Fraud affects everybody's insurance premium."

As of August 2008, State Farm had paid out more than $265 million in insurance claims related to the April 2006 storm. State insurance regulators have been investigating the company's handling of claims.

State Farm issued this statement late Wednesday, which read in part:

"As the nation's largest property and casualty insurance company, State Farm is committed to helping law enforcement in developing and implementing programs that help curb crimes like fraud because it impacts our business and our customers."

Radcliff bonded out of jail Wednesday and was scheduled to make a court appearance Thursday.

False attacks

CPM construction has been the victim of numerous false accusations due to the jealousy and envy of certain individuals and other roofing contractors . It's a shame that a false report had to be concocted in attempt undermine a solid business such as CPM.

Our company is operating today under the same ownership and ideals as it did when we began in the great State of Maryland.

Due to recent roofing demands caused by the unfortunate recent hailstorms, we have had to expand our business in order to accommodate our existing client base as well as thousands of new customers seeking CPM's assistance. We have brought in management consultants, sales staff and crews we've used in the past as well as hiring seven new college graduates with prior contracting experience of which most are from the UW.

Although we have grown rapidly in recent months due to the high demand of our clients, CPM still operates under the same fundamental premises we started our company on. These items include our unmatched customer service record that earned us the NARI (National Association of the Remodeling Industry), an excellent BBB reliability program record, Elk Peak Performance Contractor, GAF Shingle Masters Elite Program, Owens Corning Preferred Contractor and we were recognized by the Consumer Protection Agency of Indianapolis and Ohio as a company to do business with. We have thousands of past client references and thousands of recently served clients this year to validate our expertise and craftsmanship.

Normally we disregard petty false claims such as these by simply ignoring them as. However it is important to CPM that all of our customers be assured that our business is better, stronger, doing more work than ever and that there is only one CPM which has always and will always stand behind its principals and warranties. CPM Owner next threatens to Storm my LIFE

Updating my complaint. I am not a "disgruntle" employee as Mr. Radcliff has implied, but one of many that has been lied to by Joe Radcliff which you further find out in a class action suit that will probably be filed in the near future.

Mr. Radcliff is in my opinion using peoples backgrounds etc.. to try and save his own less scrupulous background. As told to us by Joe, "he was once a big time drug dealer in Indianapolis who changed his life around."

Own my own home CPM promised to correct things & per normal business if we signed the Job Completion form. Anyone who has / will deal with CPM will see that.

I wonder what Joe will do when the complaints of all Akron , Ohio home owners are filed on this website, his employees and management staff with known out of state felonies are exposed.

But, notice Joe doesn't stick to the facts. He uses his skill as a great salesman & liar (in my opinion) to smoke screen the public.

Joe has great guys working for him felonies and non who do the right thing. You may see Joe Post their names and lies about them next month when they all quit due to Joe not being a man of his word.

I have not been paid all my commissions. I was not let go because of aforementioned reason by Joe Radcliff. I also have documentation to back up all statements that I have made.

Mr. Radcliff wants you to close down the site because he realizes that unlike in his own secret circle of lies that he cannot contain the truth.

Is Mr. Radcliff willing to state on this website that all the way until today's date of 2/5/08 that he has never looked at any applications, has no felons on staff, has not told any staff that he was once a drug dealer in Indianapolis, never had secretaries change books, etc...

Will Joe Radcliff say that a man who is on his staff who is a part - time Minister has not been paid his full commission as well.

Hears a small e-mail from a former secretary that Joe fired "They were very rude, and I emailed Joe, since Nic said that Joe was never coming back to OH and anything I needed or had to say had to go through him. Joe emailed me back and said he liked me, but after my email stating that I'd been lied to over and over, he felt it was best that they let me go. He wished me best of luck, and that was that. He said I didn't listen to them, and didn't act like a team player. I emailed him back and said I would NEVER sacrifice my integrity and honesty for anyone, and that if he continued to run his business like he is, he's going to have a bigger turnover than he already has... They put ads in the paper to hire out in Springfield, MO. But this just goes to show you their mentality.........Nic was giving a "PEP TALK" to the guys while I faxed my timesheet, and had Adrian sign off on the Petty cash, and my timesheet. Nic was yelling and clapping his hands saying "Men, this is a PARTY COLLEGE TOWN, I expect you to work hard, but at the same time I want you to play hard too. Fresh p***y, bars, and partying. Now let's get packed up, get there, and take the storm by a force to be reckoned with." And they cheated me out of the $100 referral for my daughter, and I had to borrow money from my friend to make ends meet. They said, "employees don't get referral money.....IT'S THEIR JOB!" I just hope they don't cheat me out of my last pay....33 1/2 hrs @ $9 hr. I desparately need that to make my bills. Take care, Linda."

Telling the TRUTH

Good Day,

My name is Joe Radcliff with CPM Construction. On your web site I have a negative report that is reported by an disgruntle employee. If you look up Joe radcliff you will see the report.

There are two areas of concern that I would Like to address 1) there is a claim that the work was done substandard and a mess was left behind. I have a certificate of completion signed by the complainant stating that all work was done to their satisfaction to the property. The job has been paid in full and warranties have been issued. There were some punch out issues that are prevalent on all construction jobs. A punch list was done and completed within 24 hours.

2) a threat of physical violence was entered with a police report that was closed due to conflicting testimonial from the complainant. The reason this man was let go is that he lied on his application about his criminal history. It came to our knowledge that Eric Williams has done time for murder and we felt this is not the representation that our company wants to display. He has been paid all of his commissions per our contract and can be documented if needed.

I feel this web site is of great tool for the use to the community but in this case it is being miss used and slander is being allowed to be present on your web site and I would like to have it removed. I will be more than happy to provide any information needed to support my defense. If you would please block it from your web site until you are satisfied with your investigation I would greatly appreciate it. It has caused several clients to have concern about our company.

We strive to provide the customer service that all should receive and preform work better than our competition to help our company grow. We have several locations across the us and have never had a complaint like this before.
