Due to the high amount owed to credit cards, I have been working with banks and credit card companies to arrange for 60 month payment plans at a lower rate so that paying towards the principle is possible rather than all money being paid to finance charges.
Discovercard Financial Services continues to deny lowering the rate, stating that they will only lower the rate 2% down to 15.9%. Speaking to their customer service agents on the phone, they state that they are only allowed to transfer me to their hardship dept unless I'm missing payments and their collections dept is seeking payment.
They are basically saying that I must default on my payment obligations so they can collect penalty fees before they will provide hardship assistance. I have never missed a payment to any creditor, and am working hard to avoid filing for bankruptcy.

I've been filing complaints again Discover Financial Services with Florida State and County agencies, along with various consumer agencies who have been so helpful in the past to resolve large business consumer abuse. The Florida Dept of Consumer Services, Bureau of Mediation and Enforcement has issued a case number, as has the Better Business Bureau.
Discover Card is standing by their policy of requiring their cardholders in financial distress to begin missing payments and go into collection status before they'll allow access to their hardship dept. This is a poor policy and shows lack of concern for their customers. They will not lower rates sufficiently and allow fair access to hardship programs as are other banks.
I advise those considering opening a Discover Card account to reconsider. Discover Card was a friendly organization in the past, but appears to be heading towards greed and high fees rather than good Customer Service.
