dollar rent-a-car Car Del Mar American citizen don't get rental car at same low rates as offered to foreingners, Internet

I'm living in Europe, my daughter in Florida. For the holiday vacation we planned a road trip from Florida to New Orleans. In oder to pay for the rental wiht my credit card, I reserved the car in Europe and told the travel agent that the car would be picked up by my daughte in Orlando on December 24th and driven to Miami, where we would arrive. As the name on the voucher has to be identical with the name of the Creditcard owner, it was issued on my name. My daughter and her fiance asked at Dollar in Orlando prior to pick-up if there was a problem with somebody else picking up the reservation. The clark stated "sure, no problem, just need your ID and credit card and you can pick it up for --- with the voucher." 

However, when he realized they only had US drivers license, he said this went against the clause in the contract. According to several people at Dollar, "The contracts are setup this way to ensure Americans do not get rates this low."  It is possible to add US license holders as drivers, but some one with a foreign drivers license has at least to be present to allow the US driver to pickup the car.

As noted toward the bottom of section D of the voucher, there is nothing from you which would allow the car to be picked up by a person who only holds a US drivers license.

This limitation was opposite of what they and the travelagent told in advance. Thus they should have adjusted the reservation for pickup for when we arrived in Miami on December 27th. But neither the clark at the counter in Orlando, nor Dollar help desk (Phone: 1-407-5838000) where not willing or ready to help us to change the rental date accordingly.

Car Del Mar, the issuer of the Voucher and the company who charged for the rental in advance to my credit card, was not reachable over the holidays until December 27th, thus was .  The cheapest car from Any rental of a car in the reserved classe from Dec. 24th through

the 27th was more than the entire voucher (12/24/12 - 01/06/13) !!!  It's crazy. 

Again, the pricing was cheaper by at least 25% over any US site even when booking several months in advance, and almost 70% cheaper than the current US advertised rates!!!

We could not convince Dollar to provide a car or to change the rental to be picked up in Miami 3 days later. Car Del Mar was not reachable for the next two days, we placed a new reservation with CarDelMar at the same low rate for Europeans for 28th. This time the car was provided, as I do have a European drivers licence. However Car Del Mar didn't refund the prepaiment, despite the statement of Dollar, that there is no cost charged for the first reservation. In addition they charged the rental cost for the new reservation.
