Russell , The Clerk and Master of Shelby County Tennessee Chancery Court has used the EMBEZZLEMENT fiasco of her office to justify EMBARRASSING the Black Residents of Memphis, TN Who have fallen on hard times by taking their court judgements and publishing them on the FRONT PAGE OF GOOGLE SEARCH RESULTS. Well, I've done a little research on Affiliated Computer Services and I have found that the company is now Xerox. It has been since 2012.

Xerox is a DEBT COLLECTOR.

It seems that somewhere it would be a conflict of interest to be a court and partner with a company that has an interest in collecting the debt to help manage court records. 

During the time that the Shelby County Chancery Court, under the direction of Donna L. Russell and Maury Wessels, partnered with ACS (Affiliated Computer Services) it was "already" Xerox. 

The question is ... is any of the debt being HELD and SERVICED by the Xerox Debt Collection Agency - debt Shelby County Chancery Court is allowing Xerox to pull from their court records and feature prominently online in Google Search Results?

It seems fishy that certain judgements are showing up on the first page of Google Search Results under the Individual's name and others are not showing up at all. Not on the second or third page but AT ALL.

Could Xerox be manipulating the Shelby County Chancery Court records to have "certain debt" that is managed by them, or their subsidiary, featured prominently in Google Search results while other debt (that is not being serviced by Xerox Debt Collection) is not showing up at all?

Also, I don't understand how the Shelby County Chancery Court would decide which court records they would feature prominently in Google Search Results and which they would not?  I am pretty certain there are court filings with this court that are not being sent to Google. Why only send financial judgements? Especially when it is run by a company with a 'FINANCIAL INTEREST' in collecting these judgements. 

Donna L. Russell and the Chancery Court I.T. Director Maury Wessels have not done thorough research on this. Or they have and are simply willing participants in a "Kickback scheme".

I think Donna L. Russell's position as Shelby County Tennessee  Chancery Court Clerk and Master is an appointed position. So she is essentially operating above the law. In a way. She can use her office to publicly shame and humiliate the residents of Memphis by placing all of their financial shortcomings online and is immune to any sort of blowback.

Not every court places personal financial judgements on the front page of Google. Especially using the services of a DEBT COLLECTOR/Computer Servicer. This is a CLEAR conflict of Interest.

I reviewed the list and it also appears they place each individual payment that is made "AFTER" the judgement is placed online right up in Google as well. This is very strange and troubling indeed. 

Who do I fault? THE TAXPAYERS and VOTERS of Memphis. There is no purpose for humiliating people in this regard and it serves no function. Let's see everyone's Bankruptcy records and Divorce Records and Foreclosures (which all take place THROUGH THE COURTS) show up on the Front Page of Google when their name is googled. It would be an outcry. It seems that Donna L. Russell and her office have chosen to go after the financially vulnerable. 

Hasn't Affiliated Computer Services (AKA XEROX - which it has been since 2012) been sued by the State of Texas repeatedly in the last few years for negligence, conflict of intenrest and wrong doing? Didn't this company lose all of their Texas contracts? Why would the folks in Tennessee not look into this?

My only conclusion with all of this is that Donna L. Russell is more than likely receiving kickbacks from this agency. She has to be.

And Tyg.. You should have given a disclaimer that you are not a lawyer. Not even close. I have read this report and nothing in it rises to defamation or libel. NOTHING. The report seems legitimate. The poster stated that the 'white names' in the report don't show up. The poster appears to be referring to financial 'judgements' and not CRIME Tyg. Boy you sure are an idiot. However, S.D. I would like to thank you for filing this report. Hopefully this matter will be investigated to the fullest. I have never understood why courts put judgements and personal financial matters online. It is salacious and bound to humiliate a person. If the court was attempting to be transparent due to embezzelment this is not the correct way.

They all work to oppress the larger black society because they both make money from the oppression. Wages stay rock bottom low, competition stays OUT (because they make sure they keep it out) and they recieve KICKBACKS from the corporations that are there and who are benefiting from all the low cost labor.

Its based on the TIME INDEX of the information and its click relevance. What this means is that each time Mr. X Doe is Googled, ALL relevant information is presented. Including the NEWEST posting for that individual. So not only have you wrongfully blasted a public official due to YOUR ignorance, YOU have painted a nice fat target on yourself. What YOU have done is ILLEGAL!!! Your first amendment rights DO NOT superceed another citizens rights!! YOU seem to have forgotten this little civics lesson from high school.
