Healthy New York

Dear Sir/Madam :

I am 66 yrs old Senior Citizen on Social Security and unemployed. I had worked over 25 yrs in New York City. I am a resident of Suffolk County, NY. My husband lost his job and unemployed too. He took COBRA plan under Aetna from his previous employer and we both were covered under the plan. I was not required to enroll in Medicare Supplement B under the plan.

Due to high premium under the Cobra, Aetna, we applied to Healthy New York Blue cross Blue Shield HMO under HEALTHY NEW YORK on Feb. 5, 2006 and we have been accepted and enrolled effective March 1, 2006. Upon which we cancelled our Cobra plan with Aetna with immediate effect and as of now paid full premium for both of us up to June, 06 to Blue Cross Blue Shield as per their condition. I was not advised by the Blue Cross Blue Shield to enroll in the Part B of the Medicare nor did they indicate that it was their required condition..

On March 23, 06 Blue Cross Blue Shield sent us a letter enquiring if I have been enrolled in the Medicare part A and part B. . Please note as per required condition in the column of our application form we had already indicated that I had not taken Medicare Supplement B since under the Cobra plan with Aetna it was not required.
We sent the reply to the Blue Cross Blue Shield immediately.

On April 17 received a call from MR. ADAM RAGONE FROM BLUE CROSS BLUE SHIELD SAYING THAT THEY HAD MADE MISTAKE BY ENROLLING ME AND THAT THEY CANCEL MY ENROLLMENT WITH RETROSPECTIVE EFFECT. THEY HAVE RETURNED ALL MY DOCTORS AND GYNECOLOGIST BILLS FROM THE OUT SET TO BE PAID BY ME. BILLS TO BE PAID FROM RETROSPECTIVE EFFECT AROUND $7,000.00 MY GYNECOLOGIST, DR MURPHY CALLED ME FOR URGENT APPOINTMENT FOR BIOPSY. DUE TO BLUE CROSS BLUE SHIELD'S TERMINATION OF MY INSURANCE, I CANNOT GO FOR ANY APPOINTMENT OF DOCTORS OR FOR MY MEDICINES

Please note they have not given any written explanation for the refusal. I did try to call Adam and Douglas Bulla several times and left messages. But as of today they never have returned my calls.

I went to Social Security office for Medicare Supplement part B. Last date for Enrollment was March 31, 06. denied to enroll. Approached our previous Cobra plan under Aetna Refused to enroll me


Please note I had to cancel all my doctors and gynecologist visits since the Blue Cross Blue shield has taken me out from the plan although we have paid our premium till June, 2006. Since I am a Diabetic, High blood pressure and high cloistral patient,
I need immediate action. I AM IN DIRE NEED OF HELP!!!!

This is an outrageous issue! In the name of fairness and justice, the scams of the Blue Cross Blue Shield insurance should be addressed. If they have failed to detect any irregularity in processing our application which they do admit it is their problem. Why do I have to pay for their errors. They have not indicated this supplement B issue before The expiry date of Social Security medicare for Part B. They waited till the expiration Date for Medicare part B enrollment date. I, therefore, request you to address the scams rendered by the Blue Cross Blue Shied Insurance and provide me full benefit under the insurance plan right from the beginning. Please note we have paid full premium till June, 2006.

I request the full inquiry and investigation into the matter and address the harassment and Relieve me from mental, physical and financial agony and from the scam of the Blue cross and Blue shield insurance. Please treat this plea urgently and address the issue immediately as I, a senior citizen unemployed am at the mercy of the system to take action against the harassment of the Blue Cross Blue Shield insurance.

Looking forward to hearing from you in taking action against the said agency.

I am a licensed health agent in Pa. Your situation is very involved so I researched several areas in order to find the right people that may be able to help you with your situation. This is a hotline number for NY residents that are seriously ill and and their caregivers 866-694-6743. The NY consumer service number is 800-342-3736. To answer NY health insurance appeal questions the number is 800-400-8882. The NY insurance fraud hotline is 888-372-8369. The NY medical assistence office number is 800-541-2831. To find answers concerning questions about PART B bills and services the number is 800-633-4227. Hopefully you will be able to solve your problem thru one of these NY agencies. This will require effort on your part and most likely many phone calls but based on what your letter stated there seems to have been a breakdown in communication between medicare and blue cross and one of these agencies should be able to help you.
