First Premier Bank Credit Card co. has turned me into a collection agency stating i owe on a credit card I never owned they also claimed I made payments on it for a year, I have never owned any of their cards at any time.

Have you ever had ANY credit card with anyone that you defaulted on?
If so, they may have purchased that debt, or the original issuing company.
If not, then most likely someone opened an account with them using your identity, and you need to make them provide you all documentation pertaining to that account, its history, opening/billing dates and addresses on record.
They are a subprime credit issuer, and as such are more likely to have cretins using them who steal identities.
Check the credit rating agencies like Experian and Transunion if they have such an account on your records.
This could also be a phishing scam by thieves pretending to be First Premier Bank. How were you contacted? Have you called their real corporate numbers from their own website?
