fokilo lied, stated tablet in stock, never sent merchandise Internet

This scam artist has a nice internet site, which looks legitimate, however he has no favorable feedback. I emailed him on Jan 18, and he replied he had a black tablet in stock. I paid the same day.
He was supposed to send out on Monday 21, 2013. He didnt.
I emailed him asking when he would send out. No reply. 4 emails later, no reply. Opened a dispute with dhgate, they phoned him 2 times, and emailed him, no reply.
I cancelled my order, because it is their policy to have the seller refund the money, first. Why would a scam artist ever do the honest thing and refund the money.
Finally, after several threatening emails, and dhgate customer service telling him to refund me, and me cancelling the order, he let customer service know he would refund,cancel the order.
It took about 2 days, for their customer service to initiate the refund to my credit card, but it did go through. An unhappy experience all the way through. Wasted one week arguing with chinese.
