Gary's westside towing llc closed early/charged "after hours" fees seattle Washington

  on 8/14/15 I contacted Gary's westside towing regarding paying the fees to release my motorcycle which had been towed on 8/7/15 by wa state patrol. I stated that I was coming to their office to pay the fees ($566). the person taking my call said they closed at 5:00. I arrived at 4:59 (according to my cellphone on the t-mobile network) and found their office closed. I knocked but received no answer. I then telephoned (time of call reads 5:00 exactly on my phone) and was told that they had closed already. I argued that it was 5:00 exactly whereupon the person taking the call said that by the time they processed the paperwork to release my vehicle it would be after 5:00. he stated that had I arrived at 4:58 then that would have been okay. in a prior telephone conversation the call taker said I needed to arrive by 5:00. in the office their overhead clock read 5:05 whereas my cellphone read 5:00 exactly. I was then told that since they had closed, I must now pay an after hours fee, which brought the total to a sum that was over $600 (I think the "after hours" fee was $95). I did not have that much. I pleaded with them that I had arrived at 5:00, whereupon I was told that I should have arrived at 4:58. this was a friday, and the next (non "after-hours" opportunity would be monday. charging storage fees of $45 per day, this led to a total due that I could not afford. I contest that I arrived at 4:59, called at 5:00, and was not late. I therefore should not have been charged any additional fees. I tried to explain that it was all I could do to come up with the $566 and offered to pay that amount immediately (at 5:00pm) but was told that was insufficient, that the employees were not paid for overtime, and that I should have arrived at 4:58pm.
