Hospice Of The North Country DOPS never rehires but says I was able to apply according to EOE status of the company. Malone New York

I had previously left this organization after eight months of working there due to emotional reasons. I had nothing but an excellent reputation with my patients, their families, and all of the staff. While there though I watched my DOPS tell us that she never rehires staff once they leave. About two to three weeks ago I recieved notice that they were going to advertise for the position once again. I called to be sure I could apply and was told yes that we are an equal oppurtunity employer and was told I would be considered among the other candidates. After about a week and a half of not being called I emailed the CEO of the agency and was told I was not part of the interviewing process. I then recieved a letter from the said CEO stating after reviewing my qualifications I was not qualified for the job. Now, if I was qualified a year ago and then had eight months of job duties with that agency how could I not be qualified? I had half the mind to send a letter back stating to rewrite the letter stating that even though I am more than qualified this agency never does a rehire.
