shirley is a back yard breeder and she breads her dogs to death she needs to be stopped

A puppy does not belong chained up on a concrete pad Stacey. Shirley didn't do the assaulting, you did.
When you purchase a puppy from Shirley, there is a sales contract to fill out and sign. In the contract it states that the puppy will be cared for and shots kept up to date. If the requirements in the contract are not met, IPB has the right to reclaim the puppy so that it can be properly cared for and kept safe.
Any problems that people have had with IPB are their own doing. They get mad at Shirley because she is looking after her "kids". None of her dogs are "bred to death", they are retired by 10 years old. A backyard breeder lets any dogs together to breed. Shirley plans out her breeding based on the features her and her clients wish to see in the puppies.
