Juggernaut Group Unpaid freelance work from over 5 months ago London Ontario

I initially signed on to complete freelance web development work in February, 2014 and completed the work by the end of the monday.  At the time when the project started we agreed to a fixed price for the project and the President of the company assured me that payment for my services would be received within 30 days, but that he would try to pay within 2 weeks.  Fast track 5 months later and a lot of empty promises, payment has still not been made for my services.  The President acknowledged in May that a cheque had been signed over and gave me the contact info to the accounting department. 

I contacted the accounting department and they gave a lame excuse that they were expecting another bill (after I had already sent a letter to them that specifically stated to treat the letter as a bill).  I forward the bill over and accounting promised to pay.  Two weeks later I didn't hear anything back from accounting so I e-mail them.  At this point the accounting girl, Anna-Maria Ielapi tells me that the company is going through restructuring and cannot pay their bill until it's complete.  It's been 4 weeks since then, over 5 months since the project finished, and I still haven't received a nickel for the work.  Pathetic company.
