lily chen she took my money and i never got what i purchased it's been months and i still didn't get anything Bangkok china

I had made an order for 1 carton of newport cigarettes sept 30 2014  lily chen had emailed me where to send the money she gave me two different names which where fang guiyong and xiuxiang zeng 

I sent 35 dollars western union to fang guiyong and got an email stating the money was picked up , she keeps calling giving excuses telling me every week to wait the following week its now nov 25 2014 and i still never recieved my package , the website and email says 7 - 10  business days but still no package sent

She also sent me a email with different tracking numbers but when i check them  the package has been sent some where else months before ,  i would like my package or my money back
