I Lisa De La Cruz am complaing about this company called skype communications because they have been withdrawing funds from my account for over a year I had not even looked at my statements so bearly found this out.......... this is not fair beacause I dont have access to skype or anything like i t .......

You, Lisa De La Cruz, are not helping yourself. You managed to write a ripoff report listing yourself as the subject of the report. In that report you confess to very sloppy accounting practices.
While it's very likely that someone opened a Skype account using your card info, the one responsible for the majority of the loss is you. The bank will reimburse for fraudulent transactions up to 90 days after they appear on a statement. Beyond that, the responsibility falls on you.
By the way, since you named yourself as the subject of the ripoff report, a link to this report will show up prominently on Google when someone searches your name. Nice job.
