well here is a response from the BBB they coouldnt help because of the following reasons I just don't want anyone else getting dooped into falling for them they are a true scam but they are good they get your money for real I wish I can talk to western union they may be my next step. This company probably gives fake birth certificates as well they took my money and never called me again. Thats what I get.  If I can help it they won't do it again to another person. I have also been a victim of this website scam. I reccommend that you read my report filed  May 23, 2012 under Austin, Texas. Here are the steps you need to take to help shut these people down:

1) contact your local Police Department and file a complaint and obtain a case number
2) send a certified letter to MVR requesting your document or your money back
3) notify Pay Pal that they are being used in an internet money scam
4)Contact Western Union and tell them you have initiated criminal actions against these people and give them your case number
5) Contact the FBI IC3 division and file a report also include your Police case number
6) Notify Bizrate
7) Notify Verisign
8) Notify Visa
9) Notify Mastercard
10) Notifiy Discover and American Express

I'd also notify the website designer that they are producing a product used in an internet scam and they will be included in any criminal proceedings as aiding and abetting theft  Nothiing can be done unless there is an active and open Police case against these people. Good Luck
